Whereas it is provided by the Inquiry Commissions Ordinance 1941 that it shall be lawful for the Governor whenever he shall deem it advisable to issue a Commission appointing one or more Commissioners to inquire, inter alia into any matter in which an inquiry would in the opinion of the Governor in Council be for the public welfare:

And whereas the Governor in Council has deemed it expedient and in the interests of public welfare that a diligent and full examination and inquiry should forthwith be made into the following matters, namely:

1.	The Schemes of Service and the present staffing of all Government Departments and Agencies with a view to recommending measures to ensure the more rapid, systematic and complete Malayanisation of the Public Service;

2.	The possibilities of including or expanding degree or diploma courses of study in Public Administration and Social Studies with a view to enabling the Government to draw on a larger field of graduates for the Public Service and for that purpose to consult with all educational authorities;

3.	The existing schemes of training including the making of recommendations for the more intensive training of local officers within Government departments and agencies;

4.	The abolition terms which might be offered to expatriate officers in the Public Service and the making of recommendations in respect thereof;

5.	The Public Services Commission Ordinance 1949 (No. 55 of 1949) and its operation and to make such recommendations as may be deemed necessary;

6.	The question of Pan-Malayan departments in their relationship to the policy of Malayanisation.

Now, therefore, I, ROBERT BROWN BLACK, hereby appoint the following persons, namely:

Dr. B. R. Sreenivasan;

Mr. Robert Ho;

Mr. S. Jaganathan;

Mr. C. H. Koh;

Mr. T. P. F. McNeice, C.M.G., O.B.E.;

Mr. S. Rajaratnam;

Mr. H. Savage;

Mr. Tan Eng Joo;

Mr. Thio Chan Bee, C.B.E., J.P.; and

Inche Yusof bin Ishak,

to inquire into the matters aforesaid as hereinafter directed:

1.	I direct that Dr. B. R. Sreenivasan shall be Chairman of this Commission of Inquiry and that in the absence of the Chairman the Commission shall appoint an acting Chairman from among their members.

2.	I direct that the first sitting of the Commission shall take place in the Conference Room of the Public Relations Office in the Assembly House on such date and at such hour as the Chairman may designate and that at any sitting of the Commission six members shall form a quorum.

3.	I direct that the Commission shall normally hold its sittings in the Conference Room of the Public Relations Office in the Assembly House but shall have power in its discretion to adjourn to any other suitable place to hear evidence or for any other purpose connected with its duties.

I direct that the Commission may hold its sittings either privately or in public session as the Commission shall decide but any witness who states that he desires to give his evidence in camera shall be at liberty to do so and in such case the Commission shall direct that any such evidence shall be heard in camera or otherwise recorded without being made available to the public.

5.	I appoint Mr. Lee Siow Mong to be Secretary to the Commission and to attend the sittings thereof and generally to exercise the powers conferred and to carry out the duties imposed upon such Secretary as are referred to in section 6 of the said Inquiry Commissions Ordinance 1941.

6.	Finally I direct that the Commissioners after completing their inquiry render to me their report thereon and make such recommendations as they may think necessary.
