11.—(1) An application for a licence mentioned in rule 10(b) must be —
(a)
made to the Director‑General and in the form and manner required by the Director‑General; and
(b)
accompanied by the particulars, information and documents required by the Director‑General.
(2) On receipt of an application under paragraph (1), the Director‑General may —
(a)
on payment of the appropriate licence fee, issue a licence to the applicant permitting the keeping, in the licensed premises specified in the licence, of not more than the maximum number of cats or dogs, or cats and dogs, specified in the licence; or
(b)
refuse the application.
(3) The licence issued by the Director‑General under paragraph (2)(a) is valid for the duration specified in the licence.
(4) If the Director‑General refuses the application under paragraph (2)(b), the Director‑General must, if requested to do so by the applicant, state in writing the reasons for the refusal.
