3. Section 16(1)(b) of the Act does not apply to an individual who drives a buggy on the specified footpath for a specified purpose, under the following conditions:
(a)
the individual is authorised by Marina Bay Sands Pte. Ltd. to drive the buggy for the specified purpose;
(b)
the individual possesses a valid Class 3, 3A, 3C or 3CA driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27);
(c)
the individual, when driving the buggy —
(i)
does not exceed a speed of 10 km/h unless responding to an emergency; and
(ii)
gives way to other users of the specified footpath;
(d)
during hours of darkness, the individual keeps lit the headlamps and rear lamps of the buggy;
(e)
there is in force, at any time the buggy is used for the specified purpose, a policy of insurance insuring against any liability in respect of —
(i)
the death of or bodily injury sustained by any person (other than the driver or any passenger of the buggy); and
(ii)
any property damage suffered by any person (other than the driver or any passenger of the buggy),
caused by or arising out of the use of the buggy;
(f)
the risk under the policy of insurance mentioned in sub‑paragraph (e) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
