Active Mobility
(Enforcement Detection System Trial —
Exemption) Order 2019
In exercise of the powers conferred by section 66 of the Active Mobility Act 2017, the Minister for Transport makes the following Order:
Citation
1.  This Order is the Active Mobility (Enforcement Detection System Trial — Exemption) Order 2019.
Definitions
2.  In this Order —
“Active Mobility Enforcement Detection System Trial” means the trial conducted, between 30 September 2019 and 31 January 2021 (both dates inclusive), by ST Electronics under a contract with the Authority;
“ST Electronics” means the company incorporated under the Companies Act (Cap. 50) as ST Electronics (Info‑Comm Systems) Pte. Ltd. (UEN 198601460K);
“trial bicycle” means a bicycle that is purchased or leased by ST Electronics and is approved by the Authority for use during the Active Mobility Enforcement Detection System Trial;
“trial personal mobility device” means a personal mobility device that is purchased or leased by ST Electronics and is approved by the Authority for use during the Active Mobility Enforcement Detection System Trial;
“working day” means any day other than a Saturday, Sunday or public holiday.
Exemption for trial personal mobility device riders
3.  Sections 16(1)(a), 19(1), 20A, 21 and 28B(1) of the Act do not apply to an individual riding a trial personal mobility device on a footpath or shared path under the following conditions:
(a)the individual is authorised by ST Electronics to ride the trial personal mobility device;
(b)the trial personal mobility device is ridden only between 30 September 2019 and 31 January 2021 (both dates inclusive) and in connection with the Active Mobility Enforcement Detection System Trial;
(c)ST Electronics gives at least 3 working days’ written notice to the Authority of each date, time and location where the trial personal mobility device will be ridden.

Exemption for ST Electronics
4.  Section 28B(2) of the Act does not apply to ST Electronics where it causes or permits an individual exempt under paragraph 3 to ride an unregistered registrable personal mobility device on a footpath or shared path.
Exemption for trial bicycle riders
5.  Section 21 of the Act does not apply to an individual riding a trial bicycle on a footpath or shared path under the following conditions:
(a)the individual is authorised by ST Electronics to ride the trial bicycle;
(b)the trial bicycle is ridden only between 30 September 2019 and 31 January 2021 (both dates inclusive) and in connection with the Active Mobility Enforcement Detection System Trial;
(c)ST Electronics gives at least 3 working days’ written notice to the Authority of each date, time and location where the trial bicycle will be ridden.
