Offences and penalties
22.—(1)  Any person who contravenes or fails to comply with any of the provisions of these Regulations or any of the conditions of a permit shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000 and in the case of a second or subsequent conviction to a fine not exceeding $8,000.

(2)  Any offence under any of the provisions of these Regulations may be compounded by any senior officer of customs accepting from the person reasonably suspected of having committed the offence a sum of money not exceeding $5,000.
