Casino Control
(Exemption from Exclusion from Casino)
Order 2013
In exercise of the powers conferred by section 165A(1A) of the Casino Control Act, Mr Chan Chun Sing, Senior Minister of State, charged with the responsibility of the Minister for Social and Family Development, hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Casino Control (Exemption from Exclusion from Casino) Order 2013 and shall come into operation on 13th February 2013.
Definitions
2.  In this Order, unless the context otherwise requires —
“Housing and Development Board” means the Housing and Development Board established under section 3 of the Housing and Development Act (Cap. 129);
“permanent resident” has the same meaning as in section 5(4) of the Legal Aid and Advice Act (Cap. 160).

Exemption
3.—(1)  The following persons are not excluded from entering or remaining, or taking part in any gaming, on any casino premises even though any of them are a person referred to in section 165A(1)(a) or (b) of the Act:
(a)a casino employee who is required to enter or to remain on casino premises for the sole purpose of performing in the course of his employment any functions in or in relation to a casino;
(b)a person who is required to enter or to remain on casino premises for the sole purpose of being interviewed to be a casino employee;
(c)an employee of a contractor (or sub-contractor) who is required to enter or to remain on casino premises in the course of his duty to deliver any goods or perform any service, as the case may be, in connection with any contract between the contractor and the casino operator;
(d)a person who is required to enter or to remain on casino premises for the sole purpose of carrying out work he is engaged by the casino operator to do in connection to any functions in or in relation to a casino.
(2)  A person is not excluded from entering or remaining, or taking part in any gaming, on any casino premises even though he is a person referred to in section 165A(1)(a) of the Act, if and only if he is on the social assistance programme funded by the Housing and Development Board known as the Public Rental Scheme only, and has less than 6 months of rental arrears owing to the Housing and Development Board.
(3)  A person is not excluded from entering or remaining, or taking part in any gaming, on any casino premises even though he is a person referred to in section 165A(1)(a) of the Act, if and only if he is on the legal aid scheme under the International Child Abduction Act (Cap. 143C) and is not a citizen or permanent resident of Singapore.

Conditions of exemption
4.  The exemption in respect of any person specified in paragraph 3(1)(a) to (d) is subject to all the following conditions:
(a)the person’s entry or presence on any casino premises is subject to the prior written approval of the secretary to the National Council on Problem Gambling; and
(b)the person must not gamble while he is on the casino premises.
