Meaning of entry controls
7.—(1)  The basic entry controls for a sports venue where a sporting event takes place, or is to take place, means the requirement —
(a)to refuse entry to the sports venue by any individual —
(i)whom the occupier of the sports venue knows or has reason to believe is subject to a movement control measure; or
(ii)who refuses to comply with any contact tracing measure established or applied by the occupier of the sports venue in order to comply with the contact tracing requirement; and

(c)to refuse entry to the sports venue by any individual whom the occupier of the sports venue knows or has reason to believe to be seeking entry for any purpose other than as follows:
(i)a spectator;
(ii)any athlete or contestant taking part or competing in a sporting activity at the sporting event;
(iii)any associate of an athlete or a contestant mentioned in sub‑paragraph (ii);
(iv)any official officiating at the sporting event;
(v)any umpire or referee umpiring or refereeing the sporting activity;
(vi)any individual the principal purpose of his or her being in the sports venue is to provide an authorised service in connection with the conduct of the spectator sporting event.
(2)  The enhanced entry controls with respect to a sports venue where a sporting event takes place, or is to take place, means a requirement to establish and maintain, during the crowd management period of the sporting event, all reasonably practicable procedures and protocols that ensure that only the following enter or remain within the sports venue during that crowd management period:
(a)a spectator or countable person with a cleared status;
(b)a spectator or countable person who is an uncleared junior, unless there are also present, in the sports venue during that crowd management period, other spectators and countable persons who are uncleared juniors and are not below the maximum permissible number of uncleared juniors for the sports venue during that crowd management period.

(2A)  The maximum permissible number of uncleared juniors for a sports venue during the crowd management period of the sporting event taking place in that sports venue is —
(a)for a spectator sporting event — 20% of the total number of spectators present or who may be present within the sports venue during that crowd management period, rounded down to the nearest whole number; or
(b)for a participation sporting event — 20% of the total number of countable persons present or who may be present within the sports venue during that crowd management period, rounded down to the nearest whole number.

(3)  Any word or expression in paragraph (2) that is defined in the Infectious Diseases (Mass Gathering Testing for Coronavirus Disease 2019) Regulations 2021 (G.N. No. S 273/2021) has the meaning given to it by those Regulations.
