Meaning of capacity and participant cohorting requirements
5.—(1)  The spectator capacity requirement for a sports venue where a spectator sporting event takes place or is to take place means the requirement that limits the number of spectators who are or may be allowed to be present within the spectators’ area of the sports venue at any one time during the crowd management period of the sporting event to the number of individuals which the spectators’ area may accommodate if regulations 10B(1)(k), 12 and 13E(1)(d) and the First Schedule (where applicable) of the Main Control Order are complied with.
(2)  The major spectator sporting event capacity requirement for a sports venue where a major spectator sporting event takes place or is to take place means the requirement that limits the number of spectators who are or may be allowed to be present within the spectators’ area of the sports venue at any one time during the crowd management period of the sporting event to the lower of the following:
(a)where the sports venue is a restricted place within the meaning of the Infectious Diseases (Mass Gathering Testing for Coronavirus Disease 2019) Regulations 2021 (G.N. No. S 273/2021), and every spectator who is present or may be allowed to be present within the spectators’ area of the sports venue has a cleared status during the crowd management period of the sporting event — the lower of the following:
(i)1,000;
(ii)the number of individuals which the spectators’ area of the sports venue may accommodate if all the following are complied with:
(A)the segregation requirement in regulation 4(1);
(B)the general physical distancing requirement;
(C)the spectator capacity requirement;
(D)regulations 10B(1)(k), 12 and 13E(1)(d) of, and the First Schedule (where applicable) to, the Main Control Order; or

(b)in any other case — the lower of the following:
(i)50;
(ii)the number of individuals which the spectators’ area of the sports venue may accommodate if all the following are complied with:
(A)the segregation requirement in regulation 4(1);
(B)the general physical distancing requirement;
(C)the spectator capacity requirement;
(D)regulations 10B(1)(k), 12 and 13E(1)(d) of, and the First Schedule (where applicable) to, the Main Control Order.

(3)  The major participation sporting event capacity requirement for a sports venue where a major participation sporting event takes place or is to take place means the requirement that limits the number of athletes, contestants and other individuals participating, or likely to be participating, in any sporting activity played or engaged in at the sporting event at any one time during the crowd management period of the sporting event to —
(a)where every athlete, contestant or other individual participating, or likely to be participating, in any of those sporting activities has a cleared status during the crowd management period of the sporting event — 1,000; or
(b)in any other case — 50.

(4)  The participant cohorting requirement for a sporting activity played or engaged in at a participation sporting event means the requirement that limits the number of individuals allowed at any one time during the crowd management period of the sporting event —
(a)to 100 individuals participating in the sporting activity per match, game, contest, display or exhibition of the sporting activity, in the case of a major participation sporting event; and

(b)to the following number of athletes to engage in or play a sporting activity:
(i)2 athletes per match, game, contest, display or exhibition of the sporting activity, if the sporting activity takes place indoors;

(ii)2 athletes per match, game, contest, display or exhibition of the sporting activity, if the sporting activity takes place substantially outdoors.
