Meaning of segregation requirements
4.—(1)  The segregation requirement for a sports venue where a spectator sporting event takes place or is to take place means the requirement —
(a)to establish one or more segregation zones in the spectators’ area in the sports venue, with each zone providing for seating for not more than 100 spectators and no accommodation for standing spectators;

(b)to clearly delineate the boundaries of each segregation zone in a substantially unbroken manner by means of any of the following:
(i)any wall or other non-porous partition or screen that is 1.8 metres or taller measured from the floor of the part of the spectators’ area;
(ii)any stanchion with barrier rope or tape or other similar physical barrier, that is at least 2 metres away from the boundary of another segregation zone;

(c)to allocate each spectator into not more than one segregation zone;
(d)to ensure that any spectator who is allocated to a segregation zone does not, during the crowd management period of the sporting event, enter another segregation zone at that same sporting event; and
(e)to establish and apply procedures or controls so as —
(i)to ensure that a spectator allocated to a segregation zone does not physically interact with another spectator allocated to another segregation zone when they enter or leave each other’s allocated segregation zone; and
(ii)to minimise the transmission of COVID‑19 between spectators allocated to different segregation zones.
(2)  However, instead of paragraph (1), an occupier of a sports venue where a sporting event is taking place or is to take place must take all reasonably practicable measures as follows in respect of spectators attending the sporting event:
(a)establish and apply specially relating to the spectators’ area in the sporting venue either —
(i)a digital contact tracing system with appropriate procedures and controls that record proximity information about every spectator who enters or remains in the spectators’ area during the period of the sporting event; or
(ii)appropriate procedures and controls that allocate every spectator a fixed seat in the spectators’ area and record that information, and ensure that each spectator who is allocated to a seat does not, during the period of the sporting event, change his or her seat;
(b)ensure that every spectator is seated during the period of the sporting event;
(c)ensure that every spectator wears a mask during the period of the sporting event;
(d)assist and cooperate with the sporting event organiser to ensure no audience participation during the period of the sporting event.
