Common Services Tunnels
(Marina Bay Common Services Tunnel
Area Protection Zone) Regulations 2021
In exercise of the powers conferred by section 25 of the Common Services Tunnels Act 2018, the Minister for National Development makes the following Regulations:
Citation and commencement
1.  These Regulations are the Common Services Tunnels (Marina Bay Common Services Tunnel Area Protection Zone) Regulations 2021 and come into operation on 7 January 2021.
Definitions
2.  In these Regulations, unless the context otherwise requires —
“CST Authority” means the Urban Redevelopment Authority;
“CST boundary plans or maps” means plans or maps (including amended or replacement plans or maps) delineating the protection zone;
“engineering works” has the meaning given by section 12(9) of the Act;
“Marina Bay CST Area” means the common services tunnel area known as the Marina Bay Common Services Tunnel Area declared under the Common Services Tunnels (Declaration of Marina Bay Common Services Tunnel Area) Notification 2021 (G.N. No. S 6/2021);
“protection zone” means an area within the Marina Bay CST Area that, under paragraph (a) of the definition of “common services tunnel protection zone” in section 12(9) of the Act, is declared by the CST Authority as an area where engineering works may affect the safe and efficient operation and functionality of the common services tunnel or any ancillary facility of the common services tunnel;
“Urban Redevelopment Authority” means the Urban Redevelopment Authority established by section 3 of the Urban Redevelopment Authority Act (Cap. 340).
CST boundary plans or maps
3.  A person seeking to carry out engineering works in the Marina Bay CST Area may —
(a)inspect (without charge) any CST boundary plans or maps for the area of the engineering works at the office of the CST Authority (during the hours when that office is normally open to the public); and
(b)be provided (without charge) with a copy of such boundary plans or maps as an authorised officer considers relevant to the engineering works.
Technical plans or maps in relation to protection zone
4.—(1)  Subject to paragraph (2), a person who carries out engineering works in the Marina Bay CST Area may, at the person’s request and upon payment of a fee of $42, be provided with a copy of any technical plans or maps relating to the common services tunnel, or any ancillary facility of the common services tunnel —
(a)that may be affected by the engineering works; or
(b)the safe and efficient operation and functionality of which may be affected by the engineering works.
(2)  The provision of any technical plans or maps under paragraph (1) is subject to the condition that the person —
(a)agrees to keep the technical plans or maps confidential; and
(b)executes a written undertaking (in the form determined by the CST Authority) to keep the technical plans or maps confidential.
