Electric Vehicles Charging
(Requirements for Building Works and
Electrical Work) Regulations 2023
In exercise of the powers conferred by section 94 of the Electric Vehicles Charging Act 2022, the Land Transport Authority of Singapore, with the approval of the Minister for Transport, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Electric Vehicles Charging (Requirements for Building Works and Electrical Work) Regulations 2023 and come into operation on 8 December 2023.
Definitions
2.  In these Regulations —
“approved electrical load”, “building works”, “developer”, “development” and “electrical work” have the meanings given by section 60 of the Act;
“electrical infrastructure” has the meaning given by section 64(11) of the Act;
“market support services licensee” has the meaning given by section 60 of the Act;
“parking lot” and “parking place” have the meanings given by section 60 of the Act;
“qualified person” means a person who is —
(a)registered as an architect under the Architects Act 1991 and has in force a practising certificate issued under that Act; or
(b)registered as a professional engineer under the Professional Engineers Act 1991 and has in force a practising certificate issued under that Act.
Prescribed information and documents for submission for approval under section 64(3) of Act
3.  For the purposes of section 64(3)(b) of the Act, the prescribed information and documents, in respect of a development where building works are carried out, are all of the following endorsed by a qualified person appointed by the developer of the development:
(a)information on —
(i)the total number of parking lots in the parking places of the development;
(ii)the electrical load for the purpose of charging electric vehicles in the parking places of the development; and
(iii)the number of charging points for EV chargers and the power rating of any EV charger associated with each charging point;
(b)a car park plan that shows the layout, arrangement, dimensions and area of the parking lots in the parking places of the development, with the number of charging points and the power rating of any EV charger associated with each charging point clearly indicated on that plan.
Prescribed information and documents to demonstrate completion of works under section 64(5) of Act
4.  For the purposes of section 64(5)(a) of the Act, the prescribed information and documents, for the purpose of demonstrating that the works covered by the proposals and plans approved under section 64(3) of the Act in respect of a development have been completed, are all of the following endorsed by a qualified person appointed by the developer of the development:
(a)an as‑built single line diagram, with the electrical load provided for the purpose of charging electric vehicles in the parking places of the development clearly indicated on that diagram;
(b)an as‑built car park plan, with the number of charging points and the power rating of any EV charger associated with each charging point clearly indicated on that plan;
(c)a list of all of the EV chargers installed within the development and the respective registration codes for those EV chargers assigned by the LTA under section 20(1)(a) of the Act;
(d)photographs that show clear and unobstructed views of all of the following within the parking places of the development:
(i)areas where the EV chargers are installed;
(ii)every EV charger that is installed, with the registration mark issued by the LTA under section 20(1)(c) of the Act showing the registration code of the EV charger affixed to that EV charger;
(iii)the electrical infrastructure installed for the supply of a minimum electrical load under section 64(1)(a) of the Act.
Prescribed information and documents to demonstrate installation of electrical infrastructure, etc., under section 65(3) of Act
5.  For the purposes of section 65(3)(a) of the Act, the prescribed information and documents, for the purpose of demonstrating that the electrical infrastructure and charging points in respect of a development have been installed, are all of the following endorsed by a qualified person appointed by the owner of the development:
(a)information on —
(i)the total number of parking lots in the parking places of the development;
(ii)the electrical load for the purpose of charging electric vehicles in the parking places of the development; and
(iii)the number of charging points for EV chargers and the power rating of any EV charger associated with each charging point;
(b)an as‑built single line diagram, with the electrical load provided for the purpose of charging electric vehicles in the parking places of the development clearly indicated on that diagram;
(c)an as‑built car park plan, with the number of charging points and the power rating of any EV charger associated with each charging point clearly indicated on that plan;
(d)a list of all of the EV chargers installed within the development and the respective registration codes for those EV chargers assigned by the LTA under section 20(1)(a) of the Act;
(e)one of the following documents:
(i)a statement of turn on issued at the time of turn on of electricity by the person responsible for turning on the switchgear which controls the supply of electricity to the electrical installation, in accordance with regulation 5(4) of the Electricity (Electrical Installations) Regulations (Rg 5);
(ii)if a statement mentioned in sub‑paragraph (i) is not applicable, a notice of approval in respect of the increase in the approved electrical load of the development issued by a market support services licensee;
(f)photographs that show clear and unobstructed views of all of the following within the parking places of the development:
(i)areas where the EV chargers are installed;
(ii)every EV charger that is installed, with the registration mark issued by the LTA under section 20(1)(c) of the Act showing the registration code of the EV charger affixed to that EV charger;
(iii)the electrical infrastructure installed for the supply of a minimum electrical load under section 65(1)(a) of the Act.
Form and manner of submission
6.  Any submission to the LTA under section 64(3) or (5) or 65(3) of the Act must be in the form and manner required by the LTA.
Fees
7.—(1)  The fees specified in the second column of the Schedule are payable to the LTA in respect of the matters specified opposite in the first column.
(2)  The LTA may, in any particular case, waive, reduce or refund the whole or any part of a fee mentioned in paragraph (1).
