Fisheries (Import, Export and Marketing) Rules

Licence required to import, export and tranship fish
7.  No fish shall be imported into, exported from, or transhipped through Singapore without a licence.
Period and conditions of licence
8.—(1)  The Director may issue to any person a licence or permit under these Rules for such period and subject to such conditions as he thinks fit.
(2)  The fees levied for a licence or permit issued under these Rules shall be as set out in the Schedule.
Application and particulars
9.  An applicant for a licence or permit to be issued by the Director under these Rules shall furnish the following particulars:
(a)name, identity card number and address;
(b)business name and address, if any;
(c)purpose for which a licence or permit is required; and
(d)such other information as the Director may require.
Inward, outward and transhipment declarations for fish, processed fish and fishery products
9A.—(1)  Any person who imports, exports or tranships through Singapore any fish, processed fish or fishery products shall submit to the Director for his approval an inward declaration, an outward declaration or a transhipment declaration in respect of the import, export or transhipment, as the case may be, in such form as the Director may require.
(2)  The Director may approve any inward declaration, outward declaration or transhipment declaration submitted under paragraph (1) subject to such terms and conditions as he may consider necessary.
(3)  The fee payable for the approval of an inward declaration, an outward declaration or a transhipment declaration shall be as set out in the Schedule.

Health certificate and fees
10.—(1)  The Director may issue health certificates for the export of fish and processed fish.
(2)  The fees for the collection of samples of fish and processed fish, their inspection and the issuing of health certificates shall be as set out in the Schedule.
Schemes to tag or certify identity of fish
10A.—(1)  The Director may administer schemes to tag or certify the identity of fish.
(2)  The Director may approve an application for membership in any such scheme, subject to such terms and conditions as he may consider necessary.
(3)  The fee for the tagging or certification of the identity of fish under any such scheme shall be as set out in the Schedule.

Determination of pathogens in fish
10B.—(1)  The Director may provide a service to determine the presence of pathogens in fish.
(2)  The Director may approve an application for the determination of pathogens in fish, subject to such terms and conditions as he may consider necessary.
(3)  The fee for the determination of pathogens in fish shall be as set out in the Schedule.

Schemes to export fish and processed fish
11.—(1)  The Director may administer the accreditation schemes to facilitate the export of fish or processed fish.
(2)  The Director may approve an application for membership in any such scheme, subject to such terms and conditions as he may consider necessary.
(3)  The fee for membership of any such scheme shall be as set out in the Schedule.
Power to exempt
12.  The Director may exempt any person from complying with all or any of the provisions of these Rules.
Penalty
13.—(1)  Any person who contravenes or fails to comply with rule 3, 4, 5 or 6 or who commits a breach of the conditions imposed by the Director under rule 8(1) shall be guilty of an offence.
(2)  Any person guilty of an offence under rule 4, 6 or 8(1) shall be liable on conviction to a fine not exceeding $100.
