Fire Safety
(Marine Fire-fighting Fees)
Regulations 2013
In exercise of the powers conferred by section 61 of the Fire Safety Act, the Minister for Home Affairs hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Fire Safety (Marine Fire‑fighting Fees) Regulations 2013 and shall come into operation on 1st September 2013.
Definitions
2.  In these Regulations, unless the context otherwise requires —
“Basic Task Force” means the basic manpower resources deployed for land-based marine fire-fighting and includes the deployment of the following equipment:
(a)2 fire motorcycles;
(b)one pump ladder;
(c)2 light fire attack vehicles;
(d)one breathing apparatus tender;
(e)one damage control tender;
(f)one combined platform ladder; and
(g)one inspection vehicle;
“vessel at risk” means a vessel at risk of loss or damage from any fire in respect of which the services have been rendered by the Singapore Civil Defence Force.
Fees
3.—(1)  The Commissioner may, at his discretion, charge any of the persons specified in the First Schedule fees for the services rendered by the Singapore Civil Defence Force in extinguishing fires or protecting life and property in the event of any fire on inland waters or the sea.
(2)  Where more than one person may be required to pay the fees under paragraph (1), the Commissioner may at his discretion apportion the fees payable amongst all or any of those persons.
(3)  The fees shall be charged at the rates specified in the Second Schedule.
(4)  The reference to the sea in paragraph (1) is not restricted to the territorial waters of Singapore.
Waiver
4.  The Commissioner may, at his discretion, remit or waive the whole or any part of the fees paid or payable under these Regulations.
Consolidated Fund
5.  All fees collected under these Regulations shall be paid to the Consolidated Fund.
