Citation
1.  These Rules may be cited as the Housing and Development (Penalties) Rules.
Definitions
2.  In these Rules —
“flat” means any flat, house or other living accommodation sold under Part IV of the Act;
“owner” in relation to a flat includes an applicant for the purchase of a flat.
Board may require payment of penalty in place of proceedings
3.  Where the owner of a flat has contravened any of the provisions of the Act specified in the first column of the Schedule, the Board may, instead of proceeding against him under any of the provisions of section 47 or 56 of the Act, require him to pay to the Board a penalty as set out in the second column of the said Schedule.
