Cancellation of pass or Singapore visa and forfeiture of security
22.—(1) If the Controller is satisfied that —
(a)
the holder of any pass or Singapore visa, as the case may be, issued under these Regulations has contravened or failed to comply with —
(i)
any provision of the Act or these Regulations;
(ii)
any condition imposed or direction made in respect of the pass or Singapore visa; or
(iii)
any requirement imposed or determined by the Controller under these Regulations in relation to the pass or the purposes for which the pass was issued; or
(b)
the holder of any pass or Singapore visa or his employer, agent, guarantor or sponsor has contravened or failed to comply with any condition specified in any security bond furnished under regulation 21,
he may —
(i)
immediately cancel the pass or Singapore visa; and
(ii)
in any case where security has been furnished under regulation 21, and whether or not the pass or Singapore visa is cancelled, direct the forfeiture of the security or any part thereof.
(2) The cancellation of a pass or Singapore visa or forfeiture of any security under this regulation shall be without prejudice to the taking of proceedings against any person for any offence under the Act or these Regulations.

(3) Notice of the cancellation of any pass or Singapore visa or of the forfeiture of any security or any part thereof shall be given to the holder of the pass or Singapore visa and to his employer, agent, guarantor or sponsor.
(4) It shall be sufficient if the notice under paragraph (3) is sent by registered post to the last known address of the holder of the pass or Singapore visa and of his employer, agent, guarantor or sponsor.
