Landing pass
16.—(1)  A landing pass may be issued by the Controller to any of the following persons who arrives in Singapore and either is an exempted prohibited immigrant or is not any other prohibited immigrant:
(a)a through passenger travelling in any vessel, aircraft or train that arrives in an authorised landing place, authorised airport or authorised train checkpoint, as the case may be;
(b)a specified person of a vessel, aircraft or train that has arrived or is due to arrive in any authorised landing place, authorised airport or authorised train checkpoint, as the case may be.

(2)  A landing pass shall authorise the holder thereof to enter Singapore and to remain in Singapore for such period as may be stated in the pass except that the Controller may extend the validity of any landing pass for any further period or periods as he may think fit.
(2A)  Notwithstanding paragraphs (1) and (2), the Controller may, at the time of issuing a landing pass under paragraph (1), specify that the landing pass is valid for any number of entries into Singapore during the period of its validity and subject to such conditions as may be imposed.

(4)  Every landing pass issued under paragraph (1) shall be subject to the condition that the holder shall not, without a valid work pass issued under the Employment of Foreign Manpower Act (Cap. 91A), engage in any form of paid employment or in any business, profession or occupation in Singapore (other than as a crew member of the vessel stipulated in the landing pass) during the validity of the landing pass.
