Public Order Act 2009

Public Order (Prohibited Areas) Order 2009
In exercise of the powers conferred by section 12 of the Public Order Act 2009, the Minister for Home Affairs hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Public Order (Prohibited Areas) Order 2009 and shall come into operation on 9th October 2009.
Prohibited areas
2.  No person shall hold any public assembly or public procession (other than a public assembly or public procession specified in paragraph 3) in —
(a)any public road, public place or place of public resort within any area described in the Schedule; or
(b)any public road forming the boundary of that area.
Excluded public assemblies or processions
3.  The following public assemblies and public processions are excluded from the prohibition in paragraph 2:
(a)any public procession held in connection with a funeral in respect of which a permit is granted;
(b)any public assembly held wholly inside a building or other enclosed premises —
(i)the organisers of which are all citizens of Singapore;
(ii)the speakers and lecturers thereat are all citizens of Singapore;
(iii)during which any matters of race, religion or religious belief, or which may cause feelings of enmity, hatred, ill-will or hostility between different racial and religious groups in Singapore, are not dealt with, directly or indirectly; and
(iv)during which there shall be present throughout the public assembly either the person who organised the assembly or, if he is not present, a person nominated by him, in writing, to act in his place;
(c)any public assembly or public procession that is part of the National Day Parade;
(d)any public assembly or public procession that is part of the Chingay Parade and in respect of which a permit is granted; and
(e)any other public assembly or public procession not exceeding 24 hours in duration and in respect of which a permit is granted.
