2. In these Regulations, unless the context otherwise requires —“air‑conditioner” means a single‑phase encased assembly or assemblies of one or more evaporators, compressors and condensers, designed to be used together as a piece of equipment to provide conditioned air to any enclosed space, and —| (a) | includes a prime source of refrigeration for cooling and dehumidification; and | | (b) | may include other means for dehumidifying, circulating and cleaning the air in the enclosed space, |
| (c) | an air‑conditioner designed to be installed in or suspended from the ceiling; | | (d) | an air‑conditioner that is part of a centralised ducted air‑conditioning assembly; | | (e) | an air‑conditioner with a variable refrigerant flow air‑conditioning assembly; | | (f) | any pipe for refrigerant or condensate connecting the evaporator, compressor or condenser in an assembly; or | | (g) | an air‑conditioner that is a component of another product with one or more other functions; |
|
| “battery” means a source of electrical energy generated by direct conversion of chemical energy and consisting of one or more battery cells, whether rechargeable or non‑rechargeable; |
| “compact fluorescent lamp with integrated ballast” has the meaning given by Part 2 of the Third Schedule to the Energy Conservation (Prescribed Regulated Goods) Order 2017 (G.N. No. S 747/2017); |
| “compact fluorescent lamp without integrated ballast” has the meaning given by Part 2 of the Third Schedule to the Energy Conservation (Prescribed Regulated Goods) Order 2017; |
“computer” means an electronic, magnetic, optical, electrochemical or other data processing device, or a group of such interconnected or related devices, performing logical, arithmetic, data storage or a combination of one or more of these functions, but does not include —| (a) | a computer that is an automated typewriter or automated typesetter; | | (b) | a hand‑held calculator; | | (c) | a computer that is not designed to be programmable by the end‑user; | | (d) | a computer designed to be a gaming console; | | (e) | a computer that is a mobile telephone; or | | (f) | a computer that is a component of another product with one or more other functions; |

| “consumer computer” means a computer that is not a specified computer or a server; |
| “consumer electric vehicle battery” means an electric vehicle battery designed to be used with a motor vehicle mentioned in rule 19(a), (b), (c), (d) or (e) of the Road Traffic (Motor Vehicles, Driving Licences) Rules (Cap. 276, R 27); |
“consumer lamp” means a specified single‑phase lamp that is —| (a) | an incandescent lamp with an Edison screw or a bayonet lamp cap, of 25W or above but not exceeding 100W; | | (b) | a compact fluorescent lamp with integrated ballast, with an Edison screw or a bayonet lamp cap, of up to 80W; | | (c) | a compact fluorescent lamp without integrated ballast, with a G24d lamp cap, of up to 80W; | | (d) | a linear, double-capped, fluorescent lamp with a tube diameter of 16 mm (T5) or 26 mm (T8) and with a length of 0.5 m and above but not exceeding 1.5 m, of up to 80W; | | (e) | a circular fluorescent lamp with a tube diameter of 16 mm (T5) or 29 mm (T9) and with a lamp diameter of 8 inches and above but not exceeding 16 inches, of up to 80W; | | (f) | an LED lamp, with an Edison screw or a bayonet lamp cap, of up to 80W; or | | (g) | an LED lamp designed as a direct replacement for a lamp described in paragraph (c) or (d) without requiring any internal modification of the luminaires, of up to 80W; |

“desktop monitor” means an electronic output device that —| (a) | displays information in visual form; | | (b) | does not process data; | | (c) | is designed to display visual output from a computer; and | | (d) | is not designed to be mounted on a rack for use on a server tower, |
| (e) | a television; | | (f) | an interactive display panel or interactive whiteboard; | | (g) | a reference display monitor designed for a specialised industrial purpose; or | | (h) | a desktop monitor that is a component of another product with one or more other functions; |

“dryer” means a single‑phase electrical assembly consisting of —| (a) | a rotating drum, in which textile material is dried by tumbling; and | | (b) | a heating device, which heats the air used for drying the textile material in the rotating drum, |
| (c) | a coin‑operated or card‑operated dryer; | | (d) | a dryer that is designed to be fully programmable by the end‑user; | | (e) | a dryer with a weight of 65 kg or more; or | | (f) | a dryer that is a component of another product with one or more other functions; |

| “electric mobility device” means a personal mobility device, a power‑assisted bicycle or an electric mobility scooter; |
“electric mobility scooter” means a vehicle that —| (a) | has 3 or more wheels and a footboard supported by the wheels; | | (b) | is steered by handlebars; | | (c) | has a seat; | | (d) | is designed to carry an individual who is unable to walk or has difficulty in walking; and | | (e) | is propelled by an electric motor that forms part of the vehicle; |

| “electric vehicle battery” means a battery designed to be used for a hybrid or an electric motor vehicle, but does not include a lead‑acid battery; |
| “EMC Class A network switch” or “EMC Class B network switch” means a network switch classified as such under the Electromagnetic Compatibility of Multimedia Equipment — Emission Requirements (CISPR 32:2015), published by the International Electrotechnical Commission; |
| “fluorescent lamp” has the meaning given by Part 2 of the Third Schedule to the Energy Conservation (Prescribed Regulated Goods) Order 2017; |
| “incandescent lamp” has the meaning given by Part 2 of the Third Schedule to the Energy Conservation (Prescribed Regulated Goods) Order 2017; |
| “industrial battery” means a lithium‑ion or nickel metal hydride battery designed exclusively for industrial use but not for compatibility with a specific product or system only; |
| “LED lamp” has the meaning given by Part 2 of the Third Schedule to the Energy Conservation (Prescribed Regulated Goods) Order 2017; |
“mobile telephone” means a hand‑held device with the capability of using a wireless network to make voice calls based on analogue audio signals and transmit data, but does not include —| (a) | a device that can only make voice over internet protocol calls; | | (b) | a cordless landline phone; | | (c) | a walkie‑talkie; | | (d) | a satellite phone; or | | (e) | a mobile telephone that is a component of another product with one or more other functions; |

| “modem” means an electronic device that is wired and processes data and converts signals across networks from one form to another, but does not include a cellular modem or a modem that is a component of another product with one or more other functions; |
| “motor vehicle” has the meaning given by section 2(1) of the Road Traffic Act (Cap. 276); |
“multi‑function printer” means a printer that is integrated as part of another machine or device that only has one or more of the following functions:| (a) | scanning; | | (b) | photocopying; | | (c) | facsimile transmission; |

| “network” means 2 or more stations used or intended to be used in communication with one another, comprising one or more transmitters and one or more receivers; |
| “network hub” means an electronic device that creates a wired local area network between computer devices and operates on Layer 1 of the Open Systems Interconnection model, specified in ISO/IEC 7498-1:1994 Information technology — Open Systems Interconnection — Basic Reference Model: The Basic Model, published by the International Organisation of Standards, but does not include a network hub that is a component of another product with one or more other functions; |
| “network switch” means an electronic device that creates a wired local area network between 2 or more computers and operates on Layers 2 and 3 of the Open Systems Interconnection model, specified in ISO/IEC 7498-1:1994 Information technology — Open Systems Interconnection — Basic Reference Model: The Basic Model, published by the International Organisation of Standards, but does not include an electronic device that is also a router or modem, or a network switch that is a component of another product with one or more other functions; |
| “non‑consumer electric vehicle battery” means an electric vehicle battery designed to be used with a motor vehicle mentioned in rule 19(f), (g) or (h) of the Road Traffic (Motor Vehicles, Driving Licences) Rules; |
| “personal mobility device” has the meaning given by section 2(1) of the Active Mobility Act 2017 (Act 3 of 2017); |
“portable battery” means a battery that —| (a) | is sealed; | | (b) | is not designed for compatibility with specific products only; and | | (c) | can be hand‑carried, |
| but does not include an industrial battery or a battery that is a component of another product and not designed to be removable by the end‑user; |

| “power-assisted bicycle” has the meaning given by section 2(1) of the Active Mobility Act 2017; |
“printer” means a data‑processing electronic device that accepts electronic data and transfers the information to paper, but does not include —| (a) | a printer designed to print to paper above A2 size; | | (b) | a printer designed to print only to paper coated with a light‑sensitive chemical; | | (c) | a thermal printer; | | (d) | a printer designed for a specialised industrial purpose; | | (e) | a printer designed to print only to labels; or | | (f) | a printer that is integrated as part of another product with one or more other functions, other than a multi‑function printer; |

“refrigerator” means a single‑phase electrically‑powered assembly consisting of —| (a) | a thermally insulated cabinet for the storage and preservation of foodstuffs or other materials above 0°C; and | | (b) | a refrigerating unit operating on the vapour compression principle and arranged to extract heat from within the cabinet, whether or not with one or more freezer compartments, |
| (c) | a refrigerator with a capacity exceeding 900 litres; | | (d) | a refrigerator designed for commercial display purposes; | | (e) | a wine chiller; | | (f) | a walk‑in refrigerator; or | | (g) | a refrigerator that is a component of another product with one or more other functions; |
|
“router” means an electronic device that creates a local area network between 2 or more electronic devices and connects the local area network to the wide area network by translating between local area network framing and wide area network framing, but does not include —| (a) | a router that is a standalone Bluetooth receiver or transmitter; or | | (b) | a router that is a component of another product with one or more other functions, other than a router that is also a network switch or a modem; |

| “server” means a computer that is dedicated to managing access to a centralised resource or service in a network, but does not include a server that is a component of another product with one or more other functions; |
| “set‑top box” means an electronic device that converts digital, analogue or optical signals into a form that can be read by an audiovisual output device, but does not include a set‑top box that is a component of another product with one or more other functions; |
| “solar photovoltaic panel” means a panel used for the generation of electric currents or electromagnetic fields from solar light and that is designed to be installed as part of a solar photovoltaic system, but does not include a solar photovoltaic panel that is a component of another product with one or more other functions; |
| “solar photovoltaic system” means an installation of one or more solar photovoltaic panels other than in space, that generates power that is supplied to the grid or a person’s load facilities within the person’s premises; |
“specified computer” means a computer that —| (a) | has a built‑in smart card reader; or | | (b) | is a thin client computer; |
|
“specified router” means a router that is —| (a) | classified as an EMC Class A router under the Electromagnetic Compatibility of Multimedia Equipment — Emission Requirements (CISPR 32:2015), published by the International Electrotechnical Commission; or | | (b) | designed to be mounted on a server rack; |
|
| “specified single‑phase lamp” has the meaning given by Part 2 of the Third Schedule to the Energy Conservation (Prescribed Regulated Goods) Order 2017; |
“television” means an electrical appliance —| (a) | with an in‑built television tuner; and | | (b) | that is designed primarily for the display and possible reception of television broadcast and similar services for terrestrial, cable, satellite and broadband network transmission of analogue or digital signals, |
| (c) | a television designed to display by means of front or rear projection; | | (d) | a television designed for any industrial or specialised use; | | (e) | a television with an integrated chip that decodes encrypted content, designed for use in hotels, hospitals and other similar places of accommodation; or | | (f) | a television that is a component of another product with one or more other functions; |
|
| “thin client computer” means a computer that runs from resources stored on a central server instead of a localised hard drive, through a remote connection with a server‑based computing environment; |
| “walkie‑talkie” means a half‑duplex device that transmits data in one direction at a time; |
“washing machine” means a single‑phase electrical machine with at least one function that uses water for washing of textile material, but does not include —| (a) | a coin‑operated or card-operated washing machine; | | (b) | a washing machine that is designed to be fully programmable by the end‑user; | | (c) | a washing machine with a weight of 150 kg or more; or | | (d) | a washing machine that is a component of another product with one or more other functions, other than a washing machine that is also a dryer; |

| “wireless access point” means an electronic device that connects one or more electronic devices to a local area network by converting wireless signals from the electronic device or devices into wired signals on the network, but does not include a wireless access point that is a component of another product with one or more other functions. |
