Road Traffic (Quota System — Exemption) Order

Citation

1. This Order may be cited as the Road Traffic (Quota System — Exemption) Order.

Types of vehicles exempted from obtaining permit from Registrar authorising their registration

2. Section 10A(1) of the Act shall not apply to the following vehicles:

(a)

omnibuses registered in the name of Delgro Corporation Ltd., Singapore Bus Service Ltd. , Trans Island Bus Services Ltd. , Singapore Shuttle Bus Pte. Ltd. or Singapore-Johore Express Pte. Ltd. provided that such omnibuses are not used for any purpose other than for the operation of the services for which such companies are licensed to operate;

(b)

school buses;

(c)

trailers;

(d)

such emergency vehicles as may be approved by the Registrar;

(e)

such engineering plants as may be approved by the Registrar;

(f)

vehicles registered in the name of a consulate, an embassy, a High Commission, a consular officer or diplomatic officer;

(fa)

such vehicles registered in the name of —

(i)	an international organisation or a visiting military force; or
(ii)	a staff member of an international organisation or a visiting military force,

as may be approved by the Registrar;

(fb)

such vehicles registered in the names of voluntary welfare organisations as may be approved by the Registrar;

(fc)

vehicles registered as PU-registered vehicles under rule 3B of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) subject to the condition that it shall only be kept and used on Pulau Ubin;

(g)

such vehicles registered in the names of disabled persons as may be approved by the Registrar;

(h)

vehicles bearing the index marks “RU” for use within such areas as may be approved by the Registrar; and

(i)

such vintage cars as may be approved by the Registrar.

Non-application of exemption

3.—(1) Where a PU-registered vehicle is kept or used outside Pulau Ubin in breach of the condition specified in paragraph 2(fc), it shall be deemed not to have been exempted from section 10A(1) of the Act at and from the time of its registration as a PU-registered vehicle.

(2) Notwithstanding paragraph (1), a PU-registered vehicle kept or used outside Pulau Ubin may, with the approval of the Registrar, be exempted from section 10A(1) of the Act for such period as the Registrar may determine.
