Citation
1.  This Order may be cited as the Road Traffic (Quota System — Exemption) Order.
Definitions
2.  In this Order, unless the context otherwise requires —
“ambulance” means a motor vehicle that is specifically equipped for —
(a)the transport on roads of; and
(b)the provision, during such transport, of out-of-hospital clinical care to,
sick or injured individuals who require emergency medical treatment;

“bus services contractor” means any person who has a contract with the Authority to provide 10 or more regular route services specified in the contract;

“civil defence operations vehicle” has the meaning given by the Road Traffic (Government Vehicles — Exemption) Order 2019 (G.N. No. S 253/2019);

“consular employee” means a person employed in the administrative or technical service of a consular post;
“consular officer” means a person entrusted in that capacity with the exercise of consular functions, and includes the head of a consular post;

“designated spouse”, in relation to a diplomatic agent or consular officer with more than one lawful spouse, means the lawful spouse of the diplomatic agent or consular officer whom the Ministry of Foreign Affairs designates for the purposes of paragraph 3(j);
“diplomatic agent” means —
(a)the head of a diplomatic mission; or
(b)a member of the staff of a diplomatic mission having diplomatic rank;
“exempted vehicle” means a vehicle exempted under paragraph 3;
“medical transport vehicle” means a motor vehicle that is equipped to provide non-emergency patient transport services;

“member of the administrative and technical staff”, in relation to a diplomatic mission, means a member of the staff of the diplomatic mission employed in the administrative and technical service of the diplomatic mission;
“mobile engineering plant” has the same meaning as in rule 2 of the Road Traffic (Regulation of Speed) Rules (R 13);
“motor tractor” has the same meaning as in rule 2 of the Road Traffic (Regulation of Speed) Rules;
“non-emergency patient transport services” means transport services for fee or reward that relate solely to the provision of transport on roads of individuals —
(a)whose medical needs have been assessed as requiring patient transport and not being time-critical or acute; and
(b)who may require basic care and observation or clinical care and monitoring during transport;

“registered owner” means the person registered under the Act as the owner of an exempted vehicle;
“regular route service” has the same meaning as in section 2 of the Bus Services Industry Act 2015 (Act 30 of 2015);

“restricted vintage vehicle” has the same meaning as in rule 2(1) of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5);

“track laying vehicle” has the same meaning as in rule 2 of the Road Traffic (Regulation of Speed) Rules.

Vehicles exempted from permit authorising their registration
3.  Subject to paragraphs 4 and 5, the following vehicles shall be exempt from the requirement in section 10A(1) of the Act for a permit authorising their registration:
(a)an omnibus registered in the name of Singapore-Johore Express Pte. Ltd.;

(aa)an omnibus which is registered in the name of the Authority or any bus services contractor, and which is or is to be used for any regular route service;

(b)a school bus;
(c)a trailer;
(d)an ambulance which is not a civil defence operations vehicle;

(da)a medical transport vehicle which is not a civil defence operations vehicle;

(e)a motor vehicle used for fire fighting purposes and which is not a civil defence operations vehicle;

(f)a motor vehicle owned by the Government for the use of —
(i)the Singapore Police Force for the purposes of maintaining law and order; or
(ii)the Singapore Civil Defence Force for the purposes of civil defence;
(g)a motor vehicle registered before 1 April 2019 and owned by the Civil Aviation Authority of Singapore for the purposes of mobile command and control operations;

(h)a motor vehicle registered before 1 April 2019 and owned by the Land Transport Authority of Singapore for any of the following purposes:
(i)mobile command and control operations;
(ii)enforcing the provisions of the Act;

(i)a motor vehicle registered before 1 April 2019 and owned by the National Environment Agency for the purposes of monitoring nuclear radiation;

(j)a motor vehicle approved by the Minister to be registered in the name of —
(i)a diplomatic mission;
(ii)a diplomatic agent;
(iii)a member of the administrative and technical staff of a diplomatic mission;
(iv)a consular officer;
(v)a consular employee;
(vi)where a diplomatic agent or consular officer has only one lawful spouse, the spouse of the diplomatic agent or consular officer; or
(vii)where a diplomatic agent or consular officer has more than one lawful spouse, the designated spouse of the diplomatic agent or consular officer;
(k)a motor vehicle approved by the Minister to be registered in the name of —
(i)an international organisation or a visiting military force; or
(ii)a staff member of an international organisation or a visiting military force;
(l)a motor vehicle approved by the Minister to be registered in the name of a voluntary welfare organisation;
(m)a motor vehicle approved by the Minister to be registered in the name of a disabled person;
(n)a restricted vintage vehicle;
(o)a motor vehicle bearing the index mark “RU” that is approved by the Minister for use within such areas as may be specified in the approval;
(p)a motor vehicle registered or re-registered as a PU registered vehicle under rule 3B of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules;
(q)a mobile engineering plant;
(r)a motor tractor;
(s)a track laying vehicle;
(t)a mobile crane;

(u)a concrete pump;

(v)a road roller;

(w)any other vehicle that is built or permanently modified and used only for industry, mining or agriculture and is not intended for use on any road repairable at the public expense.

Cessation of exemption
4.  Any exemption under paragraph 3 shall cease on the date —
(a)that the Registrar cancels the registration of the exempted vehicle under section 27(1) or (1A) of the Act;

(b)that any condition to which the exemption is subject under paragraph 5 ceases to be satisfied;
(c)in the case of an exempted vehicle that is a public service vehicle, that the Registrar revokes the public service vehicle licence issued to that exempted vehicle under section 108 of the Act; or
(d)in the case of an exempted vehicle that is exempted under paragraph 3(k)(ii), that the registered owner of the exempted vehicle ceases to be a staff member of the international organisation or visiting military force.

Exemption conditions
5.—(1)  An exemption under paragraph 3(a) is subject to the condition that the exempted vehicle may only be used for the operation of a scheduled service which the registered owner of the exempted vehicle is approved to operate under rule 6A(1) of the Road Traffic (Public Service Vehicles) Rules (R 14).

(1A)  An exemption under paragraph 3(aa) in relation to an omnibus registered in the name of a bus services contractor is subject to the condition that the exempted vehicle may only be used for any of the following purposes:
(a)the operation of any regular route service under a Class 1 bus service licence granted or deemed granted under Part 3 of the Bus Services Industry Act 2015;
(b)use as an excursion bus, a private hire bus or a private bus that is permitted under rule 58(1)(a) of the Road Traffic (Public Service Vehicles) Rules.

(2)  An exemption under paragraph 3(j), (k), (m) or (o) is subject to the condition that, unless otherwise approved by the Minister, the exempted vehicle must be kept and used by the registered owner of the exempted vehicle, and no other.
(3)  An exemption under paragraph 3(p) is subject to the condition that the exempted vehicle shall only be kept and used on Pulau Ubin.

(4)  The exemptions under paragraph 3(d) and (da) are each subject to the condition that the vehicle is a conveyance specified in a licence that —
(a)is granted under the Healthcare Services Act 2020 authorising its use to provide a licensable healthcare service specified in that licence; and
(b)is in force (ignoring any suspension thereof).
