Road Traffic (Collection of Tolls At Woodlands and Tuas Checkpoints) Rules 1998

In exercise of the powers conferred by sections 140 and 142 of the Road Traffic Act, the Minister for Communications hereby makes the following Rules:

Citation and commencement

1. These Rules may be cited as the Road Traffic (Collection of Tolls at Woodlands and Tuas Checkpoints) Rules 1998 and shall come into operation on 17th March 1998 at 8 a.m.

Definitions

2. In these Rules, unless the context otherwise requires —

“authorised officer” means an officer authorised in writing by the Registrar to administer and enforce these Rules;

“Johore Bahru - Woodlands Causeway” means that part of the causeway linking Johore Bahru to Woodlands that is within the territory of Singapore;

“Second Crossing” means that part of the causeway linking Gelang Patah to Tuas that is within the territory of Singapore;

“toll coupon” means a coupon issued to the driver of a motor vehicle upon his payment of the appropriate toll as specified in the Schedule, authorising him to use —

(a)	the Johore Bahru - Woodlands Causeway to leave Singapore; or
(b)	the Second Crossing to leave or enter Singapore.

Toll for driving vehicle on causeways

3.—(1) A toll of the appropriate amount as specified in the Schedule shall be payable by the driver of a motor vehicle on every occasion he uses —

(a)	the Johore Bahru - Woodlands Causeway to leave Singapore; or
(b)	the Second Crossing to leave or enter Singapore.

(2) Any person driving a motor vehicle who, on any occasion uses —

(a)	the Johore Bahru - Woodlands Causeway to leave Singapore; or
(b)	the Second Crossing to leave or enter Singapore,

without paying in accordance with rule 4 the appropriate toll as specified in the Schedule shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $1,000 or to imprisonment for a term not exceeding 3 months and, in the case of a second or subsequent offence, to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 6 months.

(3) Notwithstanding paragraphs (1) and (2), any officer of the Authority who is duly authorised by the Minister may —

(a)	in accordance with any general or specific direction given by the Minister; or
(b)	if, having regard to extreme weather conditions or other emergency, he considers it expedient to do so,

at any time allow the driver of a motor vehicle to use the Johore Bahru - Woodlands Causeway to leave Singapore or the Second Crossing to leave or enter Singapore, without payment of any toll under these Rules.

Payment of tolls

4.—(1) The toll chargeable for using the —

(a)	Johore Bahru - Woodlands Causeway to leave Singapore; and
(b)	the Second Crossing to enter or leave Singapore,

shall be paid by the driver of a motor vehicle by tendering a toll coupon, appropriate to the vehicle, to an authorised officer at any of the immigration clearance points at the departure or arrival lanes as may be appropriate at the respective checkpoints.

(2) Upon a toll coupon being tendered to an authorised officer by the driver of a motor vehicle pursuant to paragraph (1), the authorised officer shall stamp or otherwise endorse the toll coupon to denote that the toll coupon has been spent and thereafter return the toll coupon to the person who tendered it.

Toll coupons

5.—(1) The Registrar or any authorised officer may issue to any person a toll coupon upon payment of the appropriate toll as specified in the Schedule.

(2) A toll coupon shall be in such form as the Registrar may determine.

(3) No toll coupon may be replaced or surrendered for a refund.

(4) Any person who —

(a)	forges or alters a toll coupon or any stamp or endorsement thereon;
(b)	assists in forging or altering a toll coupon or any stamp or endorsement thereon;
(c)	procures or suffers a toll coupon or any stamp or endorsement thereon to be forged or altered; or
(d)	uses or allows any other person to use a toll coupon which has been forged or which has any alteration, erasure or other irregularity therein which indicates that the toll coupon has been tampered with,

shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 12 months or to both.

(5) In any proceedings for an offence under paragraph (4)(d), it shall be a defence for the person charged to prove that he did not know, and could not with reasonable diligence have ascertained, that the toll coupon had been forged or tampered with.

Power to prohibit entry into or departure from Singapore

6. Notwithstanding anything in these Rules, where a person driving a motor vehicle has contravened, or is reasonably suspected by the Registrar or an authorised officer to have contravened, rule 3(2) or 5(4)(d), the Registrar or authorised officer may prohibit such person from driving the motor vehicle past an immigration clearance point into or out of Singapore until such person has obtained a toll coupon appropriate to the vehicle.

Exemption

7. These Rules shall not apply to —

(a)	any motorcycle using the Johore Bahru - Woodlands Causeway to leave Singapore;
(b)	any police vehicle, ambulance, fire engine or other motor vehicle which is being used in the course of any emergency service or rescue work; and
(c)	any vehicle which is being used for the purposes of the Singapore Immigration.
