(Exemption) Order 2016
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport makes the following Order:
Citation
1.  This Order is the Road Traffic (2016 FORMULA 1™ Singapore Airlines Singapore Grand Prix) (Exemption) Order 2016.
Definitions
2.  In this Order —
“designated roads” means —
(a)the racing circuit designated and approved for use by the Fédération Internationale de l’Automobile, the Singapore Tourism Board and the Land Transport Authority of Singapore for the purpose of a specified event; and
(b)the roads that fall within the area surrounded by the racing circuit,
which are more particularly shown in the First Schedule;
“specified event” means any of the following events:
(a)the Fédération Internationale de l’Automobile Formula One World Championship 2016;
(b)the Ferrari Challenge Asia Pacific 2016;
(c)the TCR International Series 2016;
(d)the Porsche Carrera Cup Asia 2016;
“trackjet” means the motor vehicle bearing the foreign registration number BKU6672;
“unregistered motor vehicle” means a motor vehicle that is not registered under the Act, but does not include the trackjet.
General exemption
3.—(1)  Subject to sub-paragraphs (2) and (3), sections 10, 10A, 11, 12, 15, 29, 34E and 91 of the Act and the Rules specified in the Second and Third Schedules do not apply to, or in relation to, an unregistered motor vehicle when it is used on any of the designated roads on any day from 14 September 2016 to 21 September 2016 (both dates inclusive) for the purpose of any specified event.
(2)  Sub-paragraph (1) does not apply to an unregistered motor vehicle unless there is in force, in respect of that unregistered motor vehicle, a policy of insurance insuring the owner of that unregistered motor vehicle, and any other person (as may be specified in the policy) who drives that unregistered motor vehicle, jointly and severally against any liability which may be incurred by the owner of that unregistered motor vehicle, or by that person, in respect of the death of or bodily injury to any person caused by or arising out of the use of that unregistered motor vehicle in Singapore.
(3)  Sub-paragraph (1) does not apply to an unregistered motor vehicle used on any of the designated roads when that road is open to the public.
Exemption for trackjet
4.—(1)  Subject to sub-paragraphs (2) and (3), the Rules specified in the Third Schedule do not apply to, or in relation to, the trackjet when it is used on any road on any day from 8 September 2016 to 19 September 2016 (both dates inclusive) for the purpose of, or in connection with, any specified event.
(2)  Sub-paragraph (1) does not apply to the trackjet unless there is in force, in respect of the trackjet, a policy of insurance insuring the owner of the trackjet, and any other person (as may be specified in the policy) who drives the trackjet, jointly and severally against any liability which may be incurred by the owner of the trackjet, or by that person, in respect of the death of or bodily injury to any person caused by or arising out of the use of the trackjet in Singapore.
(3)  The trackjet must be escorted by police officers or auxiliary police officers at all times when it is driven on any road in Singapore, except when it is driven on any of the designated roads on any day from 8 September 2016 to 19 September 2016 (both dates inclusive).
