Singapore Arms and Flag and National Anthem Rules

Citation
1.  These Rules may be cited as the Singapore Arms and Flag and National Anthem Rules.
Flag not to be dipped
2.  The Flag shall not be dipped to any person or thing. The Regimental colour, the organizational or institutional flag shall be used for such purpose when necessary.
No other flag or emblem to be placed above Flag
3.—(1)  No other flag or emblem shall be placed above the Flag.
(2)  No flag or emblem shall be placed to the right of the Flag.
Flag to be carried aloft and free
4.  The Flag shall not be carried flat or horizontally, but always aloft and free. When carried in a procession, it shall be borne high on the right shoulder of the standard bearer and carried in front of the procession.
Flag to be behind speaker
5.  At a meeting the Flag shall be behind the speaker and high above his head and above all other decorations and no emblem of any kind shall be placed above the Flag.
Restrictions on use of Flag or Arms
6.—(1)  The Flag shall not be used as a means of adornment or advertisement.
(2)  The Flag shall not be spread on the speaker’s table at a meeting or hung from the ceiling.
(3)  The Flag or Arms shall not be used as a print pattern or for other commercial purpose.
Flying of Flag
7.—(1)  Normally the Flag shall be flown on all important Government buildings.
(2)  The use of the Flag shall be unrestricted on National Day and on all other occasions of national rejoicing.
Flag on motor cars
8.  The privilege of using the Flag on motor cars shall be limited to —
(a)the President; and
(b)Ministers when travelling on official duty.
Lowering to half-mast
9.  The Flag may be lowered to half-mast in the event of the death of an important personage or mourning affecting the nation.
National Anthem
10.—(1)  The National Anthem shall be played when the President receives the general salute.
(2)  The National Anthem may also be played at a national celebration on National Day, whether the President is present or not.
Respect for National Anthem
11.  Whenever the National Anthem is played, all persons shall stand up as a mark of respect.
Penalty
12.  Any person who contravenes any of the provisions of rule 2, 3, 4, 5, 6, 7 or 11 shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $1,000.
