Citation |
1. These Regulations may be cited as the Singapore Sports Council (Constituency Sports Clubs) Regulations. |
Application |
2. These Regulations shall apply to constituency sports clubs established by the Council. |
Definitions |
3. In these Regulations —

Name |
4. The name of the club shall be “ Constituency Sports Club”, the constituency to be specified being the constituency in which the club premises are located. |
Objects |
5. The objects for which the club is established are —

Constitution |
6. The club is a proprietary club, the proprietors of which are the Council. |
Membership |
Members bound by Regulations and by-laws |
8. All members of the club shall be deemed to have agreed to be bound by these Regulations and the by-laws of the club for the time being in force. |
Subscriptions |
9. Every member of the club shall not by reason of his membership be under any financial liability except for the payment of his subscription. |
Advisers |
10. The adviser shall advise the club on all matters pertaining to sports in that constituency. |
Honorary patrons |
11. The club shall have one or more honorary patrons who shall be appointed by the Council on the recommendation of the adviser. |
Management of club |
12.—(1) The management of the club shall be entrusted to a committee consisting of —

Members of committee |
13.—(1) A member of the committee shall hold office for a period of two years and may resign from his office by giving one month’s notice.

Dissolution of committee |
14. The Council may at any time dissolve the committee and upon dissolution of the committee, the management of the club shall be vested in the Council. |
Powers of committee |
15. The committee may exercise all such powers as are conferred upon the committee by these Regulations and the by-laws and such other powers of management that may be conferred by the Council from time to time for the conduct of the affairs of the club. |
Sub-committees |
16.—(1) The committee may from time to time appoint various sub-committees to assist in organising the activities of the club.

Powers of Director |
17.—(1) The committee shall perform such duties as may be required by the Director from time to time.

Fees |
18.—(1) The committee may collect fees for participation in organised activities in accordance with rates approved by the Council.

Cheques |
19. Cheques drawn on the club’s bank account shall be signed by the treasurer or assistant treasurer and either the chairman or the secretary. |
Quorum |
20.—(1) A quorum for a meeting of the committee shall be 5 members.

Annual and supplementary estimates |
21.—(1) The committee may approve the annual estimates of expenditure of the club and thereafter submit a copy of the estimates to the Director.

Duties of treasurer |
22.—(1) Every item of cash, donations or goods received by the club shall be duly recorded by the treasurer or assistant treasurer who shall acknowledge each item with a receipt in a form approved by the Director.

Annual accounts and report |
23.—(1) The committee shall, at the end of each financial year, submit to the Director a statement of accounts within one month of the end of the financial year or such later date as may be approved by the Director. The statement of accounts shall be audited by the Council.

Discipline |
24.—(1) The committee may expel from the club any member whose conduct is such as shall in the opinion of the committee be injurious to the dignity of the club or contrary to the interest of the members.

Suspension |
25.—(1) The committee may suspend for a period not exceeding 6 months the membership of any member whose conduct is such as shall in the opinion of the committee be injurious to the dignity of the club or contrary to the interests of the members.

Appeal |
26. A member who has been expelled or suspended by the committee may appeal to the Council against the expulsion or suspension and the decision of the Council shall be final. |
By-laws |
27.—(1) The committee shall have the power to make, vary or revoke by-laws for the regulation of the internal affairs of the club and the conduct of members.

Liability for death or personal injuries |
28. The Council shall not be liable for the death of or personal injuries to any member arising in any way out of his membership of the club or through his use or enjoyment of the club, its amenities, privileges or facilities or otherwise howsoever arising. |
Liability for personal property |
29. The Council shall not be liable for the loss of or damage to any articles or properties whatsoever brought to the club premises by any member. |
Notices |
30.—(1) All notices required by these Regulations or the by-laws to be given to members may be given by prepaid letter addressed to a member at his last known address which was furnished to the secretary and shall be deemed to have been given on the day when the letter would have arrived in the ordinary course of post.

Prohibitions |
31.—(1) Gambling of any kind shall be prohibited in the club premises unless it is for the expressed purpose of raising funds for the purposes of the club and the necessary permit or licence has been obtained from the competent authorities.

Disputes to be settled by Director |
32. Any dispute or difference which may arise as to the meaning or interpretation of these Regulations or the by-laws or as to the powers of the officers of the committee or the validity of any member or any proceeding of the committee shall be determined by the Director whose decision shall be final and binding upon all the members. |
