Conditions of Class Licence for Express Letter Services
1.  The licensee must provide all incidental services of receiving, collecting, sending, despatching and delivering local express letters, or international express letters, or both (as the case may be) within Singapore in connection with its express letter service.
2.  The minimum charge for conveyance of a “local express letter” under a local express letter service must not be lower than $1 per item or 3 times the prevailing local postage charged by the public postal licensee for an ordinary (non-express) letter in the first weight-step of 20 grammes, whichever is the higher.
3.  The minimum charge for conveyance of correspondence under an international express letter service must not be lower than 3 times the prevailing postage charged by the public postal licensee for an ordinary (non-express) air mail letter in the first weight-step of 20 grammes to the same country of destination.
4.  The licensee must not charge less than the minimum charges as set out in paragraph 2 or 3 and express letters from individual and separate senders must be charged on a per item basis.
5.  The conveyance of express letters, including receiving, collecting, sending, despatching and delivery, must be conducted outside the postal system established by the public postal licensee, unless provided for in an agreement between the public postal licensee and the licensee.
6.  The licensee must not provide any postal service that infringes on the exclusive rights granted to the public postal licensee.
7.  The licensee must publish information on its delivery standards and its charges for the various express letter services rendered.
8.  The licensee must refund to its customers the full amount of the mailing charges received by it for delay in delivery, non-delivery, misdelivery, or for loss or damage to the express letter.
9.  The licensee shall notify the Authority of any change or inaccuracy in its particulars, the description and scope of the express letter service run by it, and in any other information submitted to the Authority in respect of its class licence.
10.  The licensee must inform the Authority in writing of any intention to terminate its express letter service.
11.  Subject to paragraph 10, a licensee shall pay a non-refundable fee of $200 when it registers with the Authority under regulation 5 of the Telecommunication (Class Licence for Postal Services) Regulations (Rg 11) and at intervals of 3 years thereafter.
12.  A licensee who is deemed to have been granted this licence under regulation 3(2) of the Telecommunication (Class Licence for Postal Services) Regulations and who continues to provide an express letter service under those Regulations shall pay a non-refundable fee of $200 at the time when its licence in force immediately before 1st January 1998 would have expired (but for these Regulations) and at intervals of 3 years thereafter.
