Citation
1.  These By-laws may be cited as the Town Council of Jalan Besar (Fee for Late Payment of Conservancy and Service Charges) By-laws.
Late fee for conservancy and service charges in arrears
2.—(1)  Where any conservancy and service charge payable by any tenant or owner to the Town Council of Jalan Besar is in arrears, the tenant or owner shall be liable to pay to the Town Council a late fee of —
(a)$1.50 for every reminder;
(b)$3.50 for every demand letter; and
(c)$10 for every final notice,
issued by or on behalf of the Town Council to the tenant or owner in respect of the arrears.
(2)  Where any conservancy and service charge payable by any tenant or owner to the Town Council remains unpaid for a period of more than 5 months from the date on which it is due, the tenant or owner shall, in addition to any late fee which may be imposed under paragraph (1), be liable to pay to the Town Council, a further late fee of $50.
(3)  The late fee referred to in paragraph (2) shall not be payable more than once in respect of any same period of 5 months or part thereof.
Remission
3.  The Town Council may, in its discretion, remit wholly or in part any late fee payable under these By-laws.
Application of By-laws to any area of former Town of City Centre
4.  With effect from 26th February 2002, these By-laws shall apply to any tenant or owner of any flat in any residential or commercial property, or any stall in any market or food centre of the Board within any area of the former Town of City Centre which is now comprised in the Town of Jalan Besar by virtue of the Town Councils (Declaration of Towns) Order 2001 (G.N. No. S 563/2001).
