Town Councils (Use of Common Property) Rules

Citation
1.  These Rules may be cited as the Town Councils (Use of Common Property) Rules.
Charges
2.  A Town Council may impose charges only for the following uses of the following parts of common property in its Town:
(1)  Commercial Operations
(a)Installation of telecommunications equipment on any common property.

(b)Setting up temporary site offices and temporary stores in void decks, open spaces and on the common property of markets and food centres.

(c)Display of advertisements, banners or signs on any common property with or without the erection of any awnings.
(d)Installation of “transit mail delivery pouches” on any common property.
(e)Installation and operation of machines called “kiddie riders” on any common property other than void decks.

(f)Installation of weighing machines and vending machines on any common property other than void decks.

(g)Distribution of telephone directories in void decks and open spaces.
(h)Use of open spaces as “traffic gardens”.
(i)Installation and operation of bicycle docking stations on such common property as may be approved by the Minister.

(2)  Social or Communal functions
(a)Holding weddings, funerals, other social functions and sports and recreational activities in void decks, open spaces and precinct pavilions.

(b)Holding religious functions such as “wayang”, puppetry, nightly “terawih prayers”, hari raya aidil fitri or hari raya aidil adha prayers in void decks, open spaces and precinct pavilions.

(c)Holding variety shows, mini fairs, carnivals and book fairs in void decks, open spaces and precinct pavilions.

(d)Conduct of national campaigns or community development activities such as block parties and Community Day activities by grassroot organisations in void decks, open spaces and precinct pavilions.

(3)  Incidental Use for Business
(a)Placing refrigerators, grinding machines and bottled drinks in common areas in the markets and food centres.

(b)Use of common areas in the markets and food centres for storage purposes.

(c)Installation of air-condition condensing units and cooling towers in the common areas.
(d)Placing generators in the common areas.
(e)Installation of awnings outside shops or eating houses.
(f)Installation of close circuit television cameras on any common property.

(g)Display of goods in the common areas.
(4)  Miscellaneous purposes
(a)Installation and operation of public toilets on the common property of markets, food centres, commercial buildings and shopping centres.

(b)Use of utility rooms at void decks for the operation of essential maintenance and lift rescue services.
(c)Setting up of marked pitches on any common property for service vendors such as cobblers, locksmiths and newspaper vendors.
(d)Setting up of temporary post offices in the common areas.
(e)Use of common areas or open spaces for filming by the Television Corporation of Singapore or any other broadcasting licensee under the Singapore Broadcasting Authority Act (Cap. 297).
(f)Setting up of time-keeper kiosks in the common areas by bus companies.
(g)Installation of public warning system on roof tops by the Singapore Civil Defence Force.
(h)Installation of other radio communication equipment on roof tops by government departments or statutory bodies.
(i)Installation of amateur radio antennae on roof tops by the Singapore Amateur Radio Transmitting Society
(j)Setting up of temporary offices on any common property by banks and other service providers.
