THE SCHEDULE
Paragraph 5(1).
Incidental and Consequential Provisions
Part I
Bukit Gombak Town Council
1.  All the property, rights and liabilities comprised in the undertaking of the dissolved Town Council for the former Town of Bukit Gombak to which that Town Council was entitled or subject immediately before the appointed day shall become, by virtue of this Order and without further assurance, the property, rights and liabilities of the Town Council for the Town of Hong Kah.
2.  All deeds, agreements, instruments and working arrangements subsisting immediately before the appointed day affecting the undertaking of the dissolved Town Council transferred to the Town Council for the Town of Hong Kah under this Order shall continue in force on and after that day and shall be enforceable by or against the Town Council for the Town of Hong Kah as if, instead of the dissolved Town Council, the Town Council for the Town of Hong Kah had been named therein or had been a party thereof.
3.  Any proceedings or cause of action relating to the undertaking of the dissolved Town Council pending or existing immediately before the appointed day by or against that dissolved Town Council may be continued and shall be enforced by or against the Town Council for the Town of Hong Kah.
Part II
Nee Soon Central Town Council
1.  All the property, rights and liabilities comprised in the undertaking of the dissolved Town Council for the former Town of Nee Soon Central to which that Town Council was entitled or subject immediately before the appointed day shall become, by virtue of this Order and without further assurance —
(a)the property, rights and liabilities of the Town Council for the Town of Ang Mo Kio where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Ang Mo Kio; and
(b)the property, rights and liabilities of the Town Council for the Town of Sembawang where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Nee Soon Central.
2.  All deeds, agreements, instruments and working arrangements subsisting immediately before the appointed day affecting the undertaking of the dissolved Town Council transferred to the Town Council for the Town of Ang Mo Kio or of Sembawang under this Order shall continue in force on and after that day and shall be enforceable by or against the Town Council for the Town of Ang Mo Kio or of Sembawang, as the case may be, as if, instead of the dissolved Town Council, the Town Council for the Town of Ang Mo Kio or of Sembawang, as the case may be, had been named therein or had been a party thereof.
3.  Any proceedings or cause of action relating to the undertaking of the dissolved Town Council pending or existing immediately before the appointed day by or against that dissolved Town Council may be continued and shall be enforced by or against the Town Council for the Town of Ang Mo Kio or of Sembawang, as the case may be.
Part III
Jurong Town Council
1.  All the property, rights and liabilities comprised in the undertaking of the dissolved Town Council for the former Town of Jurong to which that Town Council was entitled or subject immediately before the appointed day shall become, by virtue of this Order and without further assurance —
(a)the property, rights and liabilities of the Town Council for the Town of Bukit Timah where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Bukit Timah; and
(b)the property, rights and liabilities of the Town Council for the Town of Hong Kah where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Hong Kah or Boon Lay.
2.  All deeds, agreements, instruments and working arrangements subsisting immediately before the appointed day affecting the undertaking of the dissolved Town Council transferred to the Town Council for the Town of Bukit Timah or of Hong Kah under this Order shall continue in force on and after that day and shall be enforceable by or against the Town Council for the Town of Bukit Timah or of Hong Kah, as the case may be, as if, instead of the dissolved Town Council, the Town Council for the Town of Bukit Timah or of Hong Kah, as the case may be, had been named therein or had been a party thereof.
3.  Any proceedings or cause of action relating to the undertaking of the dissolved Town Council pending or existing immediately before the appointed day by or against that dissolved Town Council may be continued and shall be enforced by or against the Town Council for the Town of Bukit Timah or of Hong Kah, as the case may be.
4.  Until such time as by-laws are made under the Act by the Town Council for the Town of Bukit Timah, the by-laws made by the dissolved Town Council shall continue to apply to the area referred to in paragraph 1 (a).
Part IV
Bedok Town Council
1.  All the property, rights and liabilities comprised in the undertaking of the dissolved Town Council for the former Town of Bedok to which that Town Council was entitled or subject immediately before the appointed day shall become, by virtue of this Order and without further assurance —
(a)the property, rights and liabilities of the Town Council for the Town of East Coast where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of East Coast; and
(b)the property, rights and liabilities of the Town Council for the Town of Aljunied where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Aljunied.
2.  All deeds, agreements, instruments and working arrangements subsisting immediately before the appointed day affecting the undertaking of the dissolved Town Council transferred to the Town Council for the Town of East Coast or of Aljunied under this Order shall continue in force on and after that day and shall be enforceable by or against the Town Council for the Town of East Coast or of Aljunied, as the case may be, as if, instead of the dissolved Town Council, the Town Council for the Town of East Coast or of Aljunied, as the case may be, had been named therein or had been a party thereof.
3.  Any proceedings or cause of action relating to the undertaking of the dissolved Town Council pending or existing immediately before the appointed day by or against that dissolved Town Council may be continued and shall be enforced by or against the Town Council for the Town of East Coast or of Aljunied, as the case may be.
4.  Until such time as by-laws are made under the Act by the Town Council for the Town of East Coast, the by-laws made by the dissolved Town Council shall continue to apply to the area referred to in paragraph 1 (a).
Part V
Jurong East Town Council
1.  All the property, rights and liabilities comprised in the undertaking of the dissolved Town Council for the former Town of Jurong East to which that Town Council was entitled or subject immediately before the appointed day shall become, by virtue of this Order and without further assurance, the property, rights and liabilities of the Town Council for the Town of Bukit Timah.
2.  All deeds, agreements, instruments and working arrangements subsisting immediately before the appointed day affecting the undertaking of the dissolved Town Council transferred to the Town Council for the Town of Bukit Timah under this Order shall continue in force on and after that day and shall be enforceable by or against the Town Council for the Town of Bukit Timah as if, instead of the dissolved Town Council, the Town Council for the Town of Bukit Timah had been named therein or had been a party thereof.
3.  Any proceedings or cause of action relating to the undertaking of the dissolved Town Council pending or existing immediately before the appointed day by or against that dissolved Town Council may be continued and shall be enforced by or against the Town Council for the Town of Bukit Timah.
4.  Until such time as by-laws are made under the Act by the Town Council for the Town of Bukit Timah, the by-laws made by the dissolved Town Council shall continue to apply to any area of the former Town of Jurong East now comprised in the constituencies of Bukit Timah and Ayer Rajah.
Part VI
Holland Town Council
1.  All the property, rights and liabilities comprised in the undertaking of the dissolved Town Council for the former Town of Holland to which that Town Council was entitled or subject immediately before the appointed day shall become, by virtue of this Order and without further assurance —
(a)the property, rights and liabilities of the Town Council for the Town of Bukit Timah where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Bukit Timah;
(b)the property, rights and liabilities of the Town Council for the Town of Tanjong Pagar-West Coast where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Tanjong Pagar; and
(c)the property, rights and liabilities of the Town Council for the Town of City Centre where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Kreta Ayer-Tanglin.
2.  All deeds, agreements, instruments and working arrangements subsisting immediately before the appointed day affecting the undertaking of the dissolved Town Council transferred to the Town Council for the Town of Bukit Timah, of Tanjong Pagar-West Coast or of City Centre under this Order shall continue in force on and after that day and shall be enforceable by or against the Town Council for the Town of Bukit Timah, of Tanjong Pagar-West Coast or of City Centre, as the case may be, as if, instead of the dissolved Town Council, the Town Council for the Town of Bukit Timah, of Tanjong Pagar-West Coast or of City Centre, as the case may be, had been named therein or had been a party thereof.
3.  Any proceedings or cause of action relating to the undertaking of the dissolved Town Council pending or existing immediately before the appointed day by or against that dissolved Town Council may be continued and shall be enforced by or against the Town Council for the Town of Bukit Timah, of Tanjong Pagar-West Coast or of City Centre, as the case may be.
4.  Until such time as by-laws are made under the Act by the Town Council for the Town of Bukit Timah, the by-laws made by the dissolved Town Council shall continue to apply to the area referred to in paragraph 1 (a).
Part VII
Bukit Batok Town Council
1.  All the property, rights and liabilities comprised in the undertaking of the dissolved Town Council for the former town of Bukit Batok to which that Town Council was entitled or subject immediately before the appointed day shall become, by virtue of this Order and without further assurance —
(a)the property, rights and liabilities of the Town Council for the Town of Bukit Timah where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Bukit Timah or Chua Chu Kang; and
(b)the property, rights and liabilities of the Town Council for the Town of Hong Kah where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Hong Kah.
2.  All deeds, agreements, instruments and working arrangements subsisting immediately before the appointed day affecting the undertaking of the dissolved Town Council transferred to the Town Council for the Town of Bukit Timah or of Hong Kah under this Order shall continue in force on and after that day and shall be enforceable by or against the Town Council for the Town of Bukit Timah or of Hong Kah, as the case may be, as if, instead of the dissolved Town Council, the Town Council for the Town of Bukit Timah or of Hong Kah, as the case may be, had been named therein or had been a party thereof.
3.  Any proceedings or cause of action relating to the undertaking of the dissolved Town Council pending or existing immediately before the appointed day by or against that dissolved Town Council may be continued and shall be enforced by or against the Town Council for the Town of Bukit Timah or of Hong Kah, as the case may be.
4.  Until such time as by-laws are made under the Act by the Town Council for the Town of Bukit Timah, the by-laws made by the dissolved Town Council shall continue to apply to the area referred to in paragraph 1 (a).
Part VIII
Brickworks Town Council
1.  All the property, rights and liabilities comprised in the undertaking of the dissolved Town Council for the former Town of Brickworks to which that Town Council was entitled or subject immediately before the appointed day shall become, by virtue of this Order and without further assurance —
(a)the property, rights and liabilities of the Town Council for the Town of Bukit Timah where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Bukit Timah; and
(b)the property, rights and liabilities of the Town Council for the Town of Tanjong Pagar-West Coast where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of West Coast or Tanjong Pagar.
2.  All deeds, agreements, instruments and working arrangements subsisting immediately before the appointed day affecting the undertaking of the dissolved Town Council transferred to the Town Council for the Town of Bukit Timah or of Tanjong Pagar-West Coast under this Order shall continue in force on and after that day and shall be enforceable by or against the Town Council for the Town of Bukit Timah or of Tanjong Pagar-West Coast, as the case may be, as if, instead of the dissolved Town Council, the Town Council for the Town of Bukit Timah or of Tanjong Pagar-West Coast, as the case may be, had been named therein or had been a party thereof.
3.  Any proceedings or cause of action relating to the undertaking of the dissolved Town Council pending or existing immediately before the appointed day by or against that dissolved Town Council may be continued and shall be enforced by or against the Town Council for the Town of Bukit Timah or of Tanjong Pagar-West Coast, as the case may be.
4.  Until such time as by-laws are made under the Act by the Town Council for the Town of Bukit Timah, the by-laws made by the dissolved Town Council shall continue to apply to the area referred to in paragraph 1 (a).
Part IX
Bishan Serangoon Town Council
1.  All the property, rights and liabilities comprised in the undertaking of the dissolved Town Council for the former Town of Bishan Serangoon to which that Town Council was entitled or subject immediately before the appointed day shall become, by virtue of this Order and without further assurance —
(a)the property, rights and liabilities of the Town Council for the Town of Aljunied where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Aljunied;
(b)the property, rights and liabilities of the Town Council for the Town of Ang Mo Kio where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Ang Mo Kio;
(c)the property, rights and liabilities of the Town Council for the Town of Bishan-Toa Payoh where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Bishan-Toa Payoh; and
(d)the property, rights and liabilities of the Town Council for the Town of Marine Parade where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Marine Parade.
2.  All deeds, agreements, instruments and working arrangements subsisting immediately before the appointed day affecting the undertaking of the dissolved Town Council transferred to the Town Council for the Town of Aljunied, of Ang Mo Kio, of Bishan-Toa Payoh or of Marine Parade under this Order shall continue in force on and after that day and shall be enforceable by or against the Town Council for the Town of Aljunied, of Ang Mo Kio, of Bishan-Toa Payoh or of Marine Parade, as the case may be, as if, instead of the dissolved Town Council, the Town Council for the Town of Aljunied, of Ang Mo Kio, of Bishan-Toa Payoh or of Marine Parade, as the case may be, had been named therein or had been a party thereof.
3.  Any proceedings or cause of action relating to the undertaking of the dissolved Town Council pending or existing immediately before the appointed day by or against that dissolved Town Council may be continued and shall be enforced by or against the Town Council for the Town of Aljunied, of Ang Mo Kio, of Bishan-Toa Payoh or of Marine Parade, as the case may be.
4.  Until such time as by-laws are made under the Act by the Town Council for the Town of Bishan-Toa Payoh, the by-laws made by the dissolved Town Council shall continue to apply to the area referred to in paragraph 1 (c).
Part X
Eunos Pasir Ris Town Council
1.  All the property, rights and liabilities comprised in the undertaking of the dissolved Town Council for the former Town of Eunos Pasir Ris to which that Town Council was entitled or subject immediately before the appointed day shall become, by virtue of this Order and without further assurance —
(a)the property, rights and liabilities of the Town Council for the Town of Aljunied where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Aljunied;
(b)the property, rights and liabilities of the Town Council for the Town of East Coast where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of East Coast;
(c)the property, rights and liabilities of the Town Council for the Town of Tampines where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Tampines; and
(d)the property, rights and liabilities of the Town Council for the Town of Pasir Ris where such property, rights and liabilities related to or were connected with any area of the former Town now comprised in the constituency of Pasir Ris.
2.  All deeds, agreements, instruments and working arrangements subsisting immediately before the appointed day affecting the undertaking of the dissolved Town Council transferred to the Town Council for the Town of Aljunied, of East Coast, of Tampines or of Pasir Ris under this Order shall continue in force on and after that day and shall be enforceable by or against the Town Council for the Town of Aljunied, of East Coast, of Tampines or of Pasir Ris, as the case may be, as if, instead of the dissolved Town Council, the Town Council for the Town of Aljunied, of East Coast, of Tampines or of Pasir Ris, as the case may be, had been named therein or had been a party thereof.
3.  Any proceedings or cause of action relating to the undertaking of the dissolved Town Council pending or existing immediately before the appointed day by or against that dissolved Town Council may be continued and shall be enforced by or against the Town Council for the Town of Aljunied, of East Coast, of Tampines or of Pasir Ris, as the case may be.
4.  Until such time as by-laws are made under the Act by the Town Council for the Town of East Coast, the by-laws made by the dissolved Town Council shall continue to apply to the areas referred to in paragraph 1 (b) and (d).
Part XI
Toa Payoh Town Council
1.  All the property, rights and liabilities comprised in the undertaking of the dissolved Town Council for the former Town of Toa Payoh to which that Town Council was entitled or subject immediately before the appointed day shall become, by virtue of this Order and without further assurance, the property, rights and liabilities of the Town Council for the Town of Bishan-Toa Payoh.
2.  All deeds, agreements, instruments and working arrangements subsisting immediately before the appointed day affecting the undertaking of the dissolved Town Council transferred to the Town Council for the Town of Bishan-Toa Payoh under this Order shall continue in force on and after that day and shall be enforceable by or against the Town Council for the Town of Bishan-Toa Payoh as if, instead of the dissolved Town Council, the Town Council for the Town of Bishan-Toa Payoh had been named therein or had been a party thereof.
3.  Any proceedings or cause of action relating to the undertaking of the dissolved Town Council pending or existing immediately before the appointed day by or against that dissolved Town Council may be continued and shall be enforced by or against the Town Council for the Town of Bishan-Toa Payoh.
4.  Until such time as by-laws are made under the Act by the Town Council for the Town of Bishan-Toa Payoh, the by-laws made by the dissolved Town Council shall continue to apply to any area of the former Town of Toa Payoh now comprised in the constituency of Bishan-Toa Payoh.
