(Chingay Parade 2024 —
Exemption) Order 2024
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:
Citation and period in force
1.—(1)  This Order is the Road Traffic (Chingay Parade 2024 — Exemption) Order 2024.
(2)  This Order is in force for the period between 25 February 2024 and 9 March 2024 (both dates inclusive).
Definitions
2.  In this Order —
“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;
“Chingay 2024” means the event known as the Chingay Parade 2024 that is organised by the People’s Association and during which display floats towed by buggies will travel on public roads between 25 February 2024 and 9 March 2024 (both dates inclusive);
“LTA” means the Land Transport Authority of Singapore established under section 3 of the Land Transport Authority of Singapore Act 1995;
“People’s Association” means the People’s Association constituted by section 2 of the People’s Association Act 1960;
“specified period” means the date and time set out in the First Schedule in relation to a specified road;
“specified road” means any part of a road that is delineated in any map set out in the First Schedule.
Exemption for buggy
3.  Sections 10, 11, 12, 15, 29 and 91 of the Act, and the rules specified in the Second Schedule, do not apply to the use of a buggy on any specified road at any time during the specified period if all of the following conditions are satisfied in relation to the buggy:
(a)the buggy is driven only for and in connection with Chingay 2024;
(b)the buggy is not driven at a speed exceeding 12 km/h;
(c)the buggy is driven by an individual —
(i)who is authorised by the People’s Association to drive the buggy; and
(ii)who possesses a valid Class 3, 3A, 3C or 3CA driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27);
(d)the People’s Association ensures that there are adequate safety and traffic management measures in place to ensure traffic safety and to reduce the likelihood of injury to any participant of Chingay 2024 arising out of the use of the buggy;
(e)the People’s Association ensures that any other safety or traffic management measure required by the LTA on the use of the buggy is implemented within such time as may be specified by the LTA;
(f)there is in force, at any time the buggy is used in connection with Chingay 2024, a policy of insurance in relation to the buggy, insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person; and
(ii)any property damage suffered by any person,
caused by or arising out of the use of the buggy;
(g)the risk under the policy of insurance mentioned in sub‑paragraph (f) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
