(Singapore Airshow 2024 — Exemption)
Order 2024
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:
Citation and period in force
1.—(1)  This Order is the Road Traffic (Singapore Airshow 2024 — Exemption) Order 2024.
(2)  This Order is in force for the period between 13 February 2024 and 29 February 2024 (both dates inclusive).
Definitions
2.  In this Order —
“auxiliary police officer” means an individual appointed as an auxiliary police officer under Part 9 of the Police Force Act 2004;
“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;
“Changi Airport” means the airport declared under the Civil Aviation Authority of Singapore (Changi Airport) Notification 2009 (G.N. No. S 293/2009);
“exempt company” means the company known as Experia Events Pte. Ltd.;
“ground support vehicle” means any vehicle (including a buggy) that —
(a)is owned by the Government, any statutory board or any company operating within Changi Airport; and
(b)is ordinarily intended for use within Changi Airport;
“specified road” means any part of Aviation Park Road that is delineated by the black‑coloured line in the map set out in the First Schedule;
“specified time” means —
(a)on 13 February 2024 and 25 February 2024 — from 8.30 p.m. to 11.59 p.m.;
(b)on 14 February 2024, 15 February 2024 and 16 February 2024 —
(i)from 12 a.m. to 6 a.m.; and
(ii)from 8.30 p.m. to 11.59 p.m.;
(c)on 17 February 2024 — from 12 a.m. to 11.59 p.m.;
(d)on 18 February 2024 and 29 February 2024 — from 12 a.m. to 6 a.m.;
(e)from 8.30 p.m. on 22 February 2024 to 6 a.m. on 23 February 2024; and
(f)on 26 February 2024, 27 February 2024 and 28 February 2024 —
(i)from 12 a.m. to 6 a.m.;
(ii)from 10 a.m. to 4 p.m.; and
(iii)from 8.30 p.m. to 11.59 p.m.;
“statutory board” means a body corporate or unincorporated established by or under any public Act to perform or discharge a public function.
Exemption of ground support vehicle
3.  Sections 5(1) and (5), 10(1), 15 and 29(1) and (4) of the Act, and the rules specified in the Second Schedule, do not apply to a ground support vehicle during the period between 13 February 2024 and 29 February 2024 (both dates inclusive), if all of the following conditions are satisfied in relation to the vehicle:
(a)the vehicle is used only on the specified road;
(b)the vehicle is used only during the specified time or at any other time during that period that is approved by the Registrar in writing on a case‑by‑case basis;
(c)the vehicle is used only by the exempt company or by any individual acting under the exempt company’s direction;
(d)where the vehicle is used between 7 p.m. to 7 a.m., the exempt company ensures that the vehicle is visible to other individuals and that the driver or operator of the vehicle must wear a reflective vest;
(e)the exempt company ensures that the vehicle is escorted, whenever the vehicle is used on the specified road, by a police officer or an auxiliary police officer;
(f)the exempt company coordinates the movement of the vehicle and any other ground support vehicle, when those vehicles are used at the same time;
(g)there is in force, at any time the vehicle is used on the specified road, a policy of insurance in relation to the vehicle, insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person; and
(ii)any property damage suffered by any person,
caused by or arising out of the use of the vehicle;
(h)the risk under the policy of insurance mentioned in sub‑paragraph (g) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore;
(i)the exempt company ensures, before allowing the vehicle to be used on the specified road, that the vehicle is well‑maintained and can be safely operated on the road;
(j)the exempt company adopts measures to ensure that, when the vehicle is used on the specified road, the vehicle is used in a manner that complies with all the provisions of the Act other than sections 5(1) and (5), 10(1), 15 and 29(1) and (4) of the Act and the rules specified in the Second Schedule;
(k)the exempt company obtains a permit under rule 5 of the Road Traffic (Control of Width and Length of Motor Vehicles) Rules 2010 (G.N. No. S 626/2010) from the Authority for any vehicle that exceeds 2.6 metres in overall width.
