Road Traffic
(Renewal of Certificates of Entitlement
for Specified Taxis) (No. 2) Rules 2024
In exercise of the powers conferred by section 10A(4) of the Road Traffic Act 1961, the Minister for Transport makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (Renewal of Certificates of Entitlement for Specified Taxis) (No. 2) Rules 2024 and come into operation on 27 March 2024.
Definitions
2.  In these Rules —
“additional quota premium” means —
(a)in respect of a specified diesel taxi, the difference between the following sums:
(i)the quota premium paid under rule 14(1A)(d) of the Road Traffic (Motor Vehicles, Quota System) Rules (R 31) (as in force immediately before 15 September 2022) when the specified diesel taxi was registered;
(ii)90% of the average of the quota premiums payable for certificates of entitlement in relation to the category of vehicles specified in rule 3(1)(a) of the Road Traffic (Motor Vehicles, Quota System) Rules issued during the 3 months immediately preceding the month in which the specified diesel taxi was registered; and
(b)in respect of a specified hybrid taxi, the difference between the following sums:
(i)the quota premium paid under rule 14(1A)(d) of the Road Traffic (Motor Vehicles, Quota System) Rules (as in force immediately before 15 September 2022) when the specified hybrid taxi was registered;
(ii)100% of the average of the quota premiums payable for certificates of entitlement in relation to the category of vehicles specified in rule 3(1)(a) of the Road Traffic (Motor Vehicles, Quota System) Rules issued during the 3 months immediately preceding the month in which the specified hybrid taxi was registered;
“certificate of entitlement” and “quota premium” have the meanings given by rule 2(1) of the Road Traffic (Motor Vehicles, Quota System) Rules;
“specified diesel taxi” means —
(a)any taxi registered in the name of Comfort Transportation Pte Ltd (UEN 199303821R) and bearing any of the vehicle registration numbers set out in Part 1 of the Schedule; or
(b)any taxi registered in the name of CityCab Pte Ltd (UEN 199502839G) and bearing any of the vehicle registration numbers set out in Part 2 of the Schedule;
“specified hybrid taxi” means —
(a)any taxi registered in the name of Comfort Transportation Pte Ltd (UEN 199303821R) and bearing any of the vehicle registration numbers set out in Part 3 of the Schedule;
(b)any taxi registered in the name of CityCab Pte Ltd (UEN 199502839G) and bearing any of the vehicle registration numbers set out in Part 4 of the Schedule; or
(c)any taxi registered in the name of Prime Car Rental & Taxi Services Pte. Ltd. (UEN 199606293Z) and bearing any of the vehicle registration numbers set out in Part 5 of the Schedule.
Renewal of certificates of entitlement for specified taxis
3.—(1)  The Registrar may renew the certificate of entitlement —
(a)for any specified diesel taxi, for a period of one year starting on the date of renewal; or
(b)for any specified hybrid taxi, for a period of 2 years starting on the date of renewal,
if the following conditions are satisfied prior to the expiry of the term of the certificate of entitlement for the specified diesel taxi or specified hybrid taxi (as the case may be):
(c)the additional quota premium in respect of the specified diesel taxi or specified hybrid taxi is paid to the Registrar;
(d)the specified diesel taxi or specified hybrid taxi is submitted for examination in accordance with the Road Traffic (Motor Vehicles, Test) Rules (R 21) and a test certificate is issued in respect of the specified diesel taxi or specified hybrid taxi under rule 10(1)(a) of those Rules.
(2)  The Registrar may renew a certificate of entitlement for a specified diesel taxi or specified hybrid taxi (as the case may be) mentioned in paragraph (1) only if the Registrar issues a licence under section 13 of the Act in respect of that specified diesel taxi or specified hybrid taxi.
