Jurisdiction by agreement in certain actions

23. Where the parties to an action agree, by a memorandum signed by them or their respective solicitors, a District Court shall have jurisdiction to hear and try any action founded on contract or tort notwithstanding that the debt, demand or damage claimed exceeds the District Court limit.
