The following Act was passed by Parliament on 20th March 1992 and assented to by the President on 30th March 1992:—
Town Councils (Amendment) Act 1992

An Act to amend the Town Councils Act (Chapter 329A of the 1989 Revised Edition).
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows:
Short title and commencement
1.  This Act may be cited as the Town Councils (Amendment) Act 1992 and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.
Amendment of section 3
2.  Section 3 of the Town Councils Act (referred to in this Act as the principal Act) is amended by deleting subsection (3) and substituting the following subsection:
(3)  Where an order is made under subsection (2) for the purpose of declaring an area comprising any constituency or former constituency within a Town to constitute or to form part of another Town, the Town Council of the first-mentioned Town shall, unless earlier dissolved, continue, for such period not exceeding 90 days as the Minister may specify in the order, to be liable for the maintenance and management of the common property of the residential and commercial property in the housing estates of the Board within that area, and upon the expiry of that period, the Town Council of the other Town shall be liable for the maintenance and management of that common property.”.
Amendment of section 8
3.  Section 8 of the principal Act is amended —
(a)by deleting paragraph (b) of subsection (1) and substituting the following paragraph:
(b)such other members appointed by the chairman in accordance with subsection (2), being not less than 6 in number and not more than 10 for every elected member in the Town Council or 30, whichever number is greater.”; and
(b)by inserting, immediately after the words “residents of” in the last line of subsection (2), the words “any housing estate of the Board within”.
Amendment of section 9
4.  Section 9 of the principal Act is amended —
(a)by deleting the words “7 days” in the third line of subsection (1) and substituting the words “30 days”; and
(b)by inserting, immediately after the words “residents of” in the last line of subsection (6), the words “any housing estate of the Board within”.
Amendment of section 14
5.  Section 14 (6) of the principal Act is amended by deleting paragraph (b) and substituting the following paragraph:
(b)where he was a resident of any housing estate within the Town, ceases to be so resident; or”.
Amendment of section 22
6.  Section 22 (1) of the principal Act is amended by deleting the words “, artificially cooled air or television services” in the sixth and seventh lines and substituting the words “or artifically cooled air”.
Amendment of section 31
7.  Section 31 (2) of the principal Act is amended by deleting the words “one-half” and substituting the words “one-third”.
Amendment of section 33
8.  Section 33 of the principal Act is amended —
(a)by inserting, immediately after the words “For the purposes of” in the first line of subsection (1), the words “improving,”;
(b)by inserting, immediately after the words “separate funds for” in the fourth line of subsection (1), the words “improvements to and”;
(c)by inserting, immediately after the words “sinking funds for” in the fourth and fifth lines of subsection (4), the words “improvements to and”;
(d)by deleting the words “, central television antenna system” in subsection (6)(a)(ii);
(e)by deleting the word “or” at the end of sub-paragraph (iii) of subsection (6)(a), and by inserting immediately thereafter the following sub-paragraph:
(iv)improvement contributions due to the Board in respect of general upgrading works carried out under Part IVA of the Housing and Development Act (Cap. 129) on any part of the common property in the housing estates of the Board within the Town; or”; and
(f)by re-numbering the existing sub-paragraph (iv) of subsection (6)(a) as sub-paragraph (v).
