Singapore Family Planning and Population Board (Amendment No. 2) Bill

An Act to amend the Singapore Family Planning and Population Board Act (Chapter 168 of the Revised Edition).
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows: —
Short title
1.  This Act may be cited as the Singapore Family Planning and Population Board (Amendment No. 1) Act, 1975.
New section 16A
2.  The Singapore Family Planning and Population Board Act is hereby amended by inserting immediately after section 16 thereof the following new section: —
Privilege against disclosure of matters relating to family planning
16A.—(1)  No person who —
(a)is concerned with the keeping of medical records in connection with any treatment relating to family planning given in any institution or clinic maintained or managed by the Board; or
(b)participates in any treatment relating to family planning given in any institution or clinic maintained or managed by the Board,
shall, unless the person who has received the treatment expressly gives consent thereto, disclose any facts or information relating to such treatment except to such persons and for such purposes as may be prescribed.
(2)  No person who is concerned with the supply of any devices, instruments, apparatus, contrivances or drugs for the purposes of family planning to any person attending any institution or clinic maintained or managed by the Board shall, unless the person to whom such devices, instruments, apparatus, contrivances or drugs have been supplied gives consent thereto, disclose any facts or information relating to such supply except to such persons and for such purposes as may be prescribed.
(3)  Any person who contravenes subsection (1) or (2) shall be guilty of an offence under this Act and shall be liable on conviction to imprisonment for a term not exceeding twelve months or to a fine not exceeding two thousand dollars or to both such imprisonment and fine.”.
