Public Utilities (Amendment) Bill

An Act to amend the Public Utilities Act (Chapter 211 of the Revised Edition).
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows:
Short title and commencement
1.  This Act may be cited as the Public Utilities (Amendment) Act 1983 and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.
Amendment of section 5
2.  Section 5 of the Public Utilities Act (referred to in this Act as the principal Act) is amended by deleting subsection (7).
Amendment of section 13
3.  Section 13 of the principal Act is amended by inserting, immediately after subsection (2), the following subsection:
(2A)  The Board may from time to time by notification in the Gazette change the designation of any of the posts specified in subsection (2).”.
Amendment of section 19
4.  Section 19 of the principal Act is amended by deleting the words “twenty dollars for each day the water, gas or electricity has been so used” at the end of subsection (6) and substituting the words “five thousand dollars and to a further fine not exceeding two hundred and fifty dollars for each day the offence is continued after the date of conviction.”
Amendment of section 35
5.  Section 35 of the principal Act is amended by deleting the words “by notice in writing” in the second line of subsection (3).
Amendment of section 57
6.  Section 57 of the principal Act is amended by deleting the words “shall be posted up in a prominent position in every premises to which they apply and a copy thereof” in the second, third and fourth lines of subsection (1).
Amendment of section 82
7.  Section 82 of the principal Act is amended by deleting the words “the Board or any of its” in the second line and substituting the words “any of the Board’s”.
Amendment of section 88
8.  Section 88 of the principal Act is amended by deleting subsection (5) and substituting the following subsection:
(5)  All such regulations shall be published in the Gazette and shall be presented to Parliament as soon as possible after publication.”.
New section 89
9.  The principal Act is amended by inserting, immediately after section 88, the following section:
Exemption
89.  The Board may, with the approval of the Minister, either permanently or for such period or periods as it may think fit, exempt any person or premises or any class of persons or premises from any of the provisions of this Act or any regulations made thereunder.”.
Miscellaneous amendments
10.  The provisions of the principal Act specified in the first column of the Schedule to this Act are amended in the manner set out in the second column.
