Women’s Charter
(Parenting Programme)
(Amendment) Rules 2024

In exercise of the powers conferred by section 180(1) of the Women’s Charter 1961, the Minister for Social and Family Development makes the following Rules:

Citation and commencement

1.—(1) These Rules are the Women’s Charter (Parenting Programme) (Amendment) Rules 2024 and, except for rule 4, come into operation on 1 July 2024.

(2) Rule 4 is deemed to have come into operation on 31 December 2021.

Amendment of rule 3

2. In the Women’s Charter (Parenting Programme) Rules 2016 (G.N. No. S 565/2016) (called in these Rules the principal Rules), in rule 3 —

(a)	in paragraph (a), delete “on or after 1 December 2016”;
(b)	in paragraph (b), replace the semi‑colon at the end with a full‑stop; and
(c)	delete paragraph (c).

Amendment of rule 4

3. In the principal Rules, in rule 4(2), replace sub‑paragraph (b) with —

“(b)

in any event, not earlier than 2 years before the date on which the writ for divorce in those proceedings is filed and —

(i)	in the case where the prescribed party consents for those proceedings to be placed on a simplified uncontested hearing track under rule 83(1) of the Family Justice Rules 2014 (G.N. No. S 813/2014) — before the writ for divorce is filed; or
(ii)	in any other case — not later than 22 days after the date on which the writ for divorce in those proceedings is served on the prescribed party.”.

Amendment of rule 5

4. In the principal Rules, in rule 5(1)(a), replace “(Cap. 177A)” with “2008”.

New rule 7

5. In the principal Rules, after rule 6, insert —

“Transitional provisions

7.—(1) These Rules do not apply to or in relation to a writ for divorce filed before 1 December 2016.

(2) Rules 3 and 4 as in force immediately before 1 July 2024 continue to apply to or in relation to the following:

(a)	any writ for divorce that is filed in the court before 1 July 2024 but on or after 21 January 2018;
(b)	any counterclaim in proceedings for divorce where the writ for divorce is filed in the court before 1 July 2024 but on or after 21 January 2018;
(c)	any party to a marriage who is a plaintiff or defendant in proceedings for divorce where the writ for divorce is filed in the court before 1 July 2024 but on or after 21 January 2018.”.
