Building Control
(Miscellaneous Amendments)
Regulations 2022

In exercise of the powers conferred by section 49 of the Building Control Act 1989, the Minister for National Development makes the following Regulations:

Citation and commencement

1.—(1) These Regulations are the Building Control (Miscellaneous Amendments) Regulations 2022 and, except for regulation 6, come into operation on 1 August 2022.

(2) Regulation 6 is deemed to have come into operation on 31 December 2021.

Amendment of Building Control Regulations 2003

2. In regulation 2 of the Building Control Regulations 2003 (G.N. No. S 666/2003) (definition of “gross floor area”), replace “Planning (Development Charges) Rules (Cap. 232, R 5)” with “Planning (Development) Rules 2008 (G.N. No. S 113/2008)”.

Amendment of Building Control (Buildability and Productivity) Regulations 2011

3. In regulation 2 of the Building Control (Buildability and Productivity) Regulations 2011 (G.N. No. S 199/2011) (definition of “gross floor area”), replace “rule 2(1) of the Planning (Development Charges) Rules (Cap. 232, R 5)” with “rule 2 of the Planning (Development) Rules 2008 (G.N. No. S 113/2008)”.

Amendment of Building Control (Environmental Sustainability) Regulations 2008

4. In regulation 2 of the Building Control (Environmental Sustainability) Regulations 2008 (G.N. No. S 199/2008) (definition of “gross floor area”), replace “Planning (Development Charges) Rules (Cap. 232, R 5)” with “Planning (Development) Rules 2008 (G.N. No. S 113/2008)”.

Amendment of Building Control (Environmental Sustainability Measures for Existing Buildings) Regulations 2013

5. In regulation 2 of the Building Control (Environmental Sustainability Measures for Existing Buildings) Regulations 2013 (G.N. No. S 383/2013) (definition of “gross floor area”), replace “rule 2(1) of the Planning (Development Charges) Rules (Cap. 232, R 5)” with “rule 2 of the Planning (Development) Rules 2008 (G.N. No. S 113/2008)”.

6.—(1) In the Building Control Regulations 2003 —

(a)

in the following provisions, replace “(Cap. 42A)” with “1997”:

(b)	in regulation 2 (definition of “State land”), replace “(Cap. 301)” with “2001”;
(c)	in regulation 3(1)(a), replace “(Cap. 232)” with “1998”; and
(d)	in regulation 3(1)(b), after “Planning Act”, insert “1998”.

(3) In the Building Control (Environmental Sustainability) Regulations 2008 —

(a)	in regulation 2 (paragraph (c) of the definition of “appropriate practitioner”), replace “(Cap. 253)” with “1991”;
(b)	in regulation 2 (definition of “State land”), replace “(Cap. 301)” with “2001”; and
(c)	in regulation 3(1), replace “(Cap. 232)” with “1998”.

(4) In the Building Control (Environmental Sustainability Measures for Existing Buildings) Regulations 2013 —

(a)	in regulation 2 (definition of “airport services and facilities”), delete “(Act 17 of 2009)”;
(b)	in regulation 2 (definition of “industrial building”), replace “(Cap. 232, R 2)” with “(R 2)”;
(c)	in regulation 2 (definition of “port services and facilities”), replace “(Cap. 170A)” with “1996”;
(d)	in regulation 2 (definition of “railway premises”), replace “(Cap. 263A)” with “1995”;
(e)	in regulation 2 (definition of “religious building”), replace “(Cap. 232)” with “1998”; and
(f)	in regulation 3(1), replace “Part IIIB” with “Part 3B”.
