(Amendment No. 2) Rules 2021

In exercise of the powers conferred by section 6 of the Road Traffic Act, the Land Transport Authority of Singapore makes the following Rules:

Citation and commencement

1. These Rules are the Road Traffic (Motor Vehicles, Construction and Use) (Amendment No. 2) Rules 2021 and come into operation on 3 January 2022.

Amendment of rule 2

2. Rule 2(1) of the Road Traffic (Motor Vehicles, Construction and Use) Rules (R 9) (called in these Rules the principal Rules) is amended —

(a)

by inserting, immediately before the definition of “articulated vehicle”, the following definition:

“ “ambulance” means a motor vehicle that is specifically equipped for —

(a)	the transport on roads of; and
(b)	the provision, during such transport, of out‑of‑hospital clinical care to,

sick or injured individuals who require emergency medical treatment;”; and

(b)

by inserting, immediately after the definition of “articulated vehicle”, the following definition:

“ “authorised”, for an ambulance, means —

(a)	being specified in a licence (other than a revoked licence) under the Healthcare Services Act 2020 authorising the use of the ambulance to provide a licensable healthcare service specified in that licence; or
(b)	being owned by the Government and used for the purposes of the Singapore Armed Forces or the Singapore Civil Defence Force;”.

Amendment of rule 24

3. Rule 24(2) of the principal Rules is amended —

(a)	by deleting the words “used solely for fire brigade, ambulance,” in sub‑paragraph (a) and substituting the words “that is an authorised ambulance or is used solely for fire brigade,”; and
(b)	by deleting the words “a vehicle used solely for ambulance purposes” in sub‑paragraph (c) and substituting the words “an authorised ambulance”.

Amendment of rule 118

4. Rule 118(2) of the principal Rules is amended —

(a)

by deleting the word “and” at the end of sub‑paragraph (a); and

(b)

by deleting sub‑paragraph (b) and substituting the following sub‑paragraphs:

“(b)	a vehicle when it is used for police purposes; and
(c)	an authorised ambulance when it is used to attend to a medical emergency.”.
