Regulations 2023

In exercise of the powers conferred by section 2(1) of the United Nations Act 2001, the Minister for Law makes the following Regulations:

Citation and commencement

1.—(1) These Regulations are the United Nations (Miscellaneous Amendments) Regulations 2023 and, except for regulations 2(b), 3(b), 4(b), 5(b), 6(b), 7(b), 8(b), 9(b), 10(b), 11(b) and 12(b), are deemed to have come into operation on 31 December 2021.

(2) Regulations 2(b), 3(b), 4(b), 5(b), 6(b), 7(b), 8(b), 9(b), 10(b), 11(b) and 12(b) come into operation on 28 April 2023.

Amendment of United Nations (Anti-terrorism Measures) Regulations

2. In the United Nations (Anti‑terrorism Measures) Regulations (Rg 1) —

(a)	in regulation 3(1)(a), replace “(Cap. 186)” with “1970”;
(b)	in regulation 3(1)(a), replace “the directions issued or regulations made by the Monetary Authority of Singapore under section 27A of the Monetary Authority of Singapore Act 1970” with “directions issued or treated as issued by the Monetary Authority of Singapore under section 15 of the Financial Services and Markets Act 2022, or regulations made or treated as made by the Monetary Authority of Singapore under section 192 of the Financial Services and Markets Act 2022 for the purposes of section 15 of that Act”;
(c)	in regulation 3(1)(b), delete “(Act 44 of 2018)”; and
(d)	in regulation 4(1), in the definition of “Singapore ship”, replace “(Cap. 179)” with “1995”.

Amendment of United Nations (Sanctions — Central African Republic) Regulations 2020

3. In the United Nations (Sanctions — Central African Republic) Regulations 2020 (G.N. No. S 976/2020) —

(a)	in regulation 3(1)(a), replace “(Cap. 186)” with “1970”;
(b)	in regulation 3(1)(a), replace “the directions issued or regulations made by the Monetary Authority of Singapore under section 27A of the Monetary Authority of Singapore Act 1970” with “directions issued or treated as issued by the Monetary Authority of Singapore under section 15 of the Financial Services and Markets Act 2022, or regulations made or treated as made by the Monetary Authority of Singapore under section 192 of the Financial Services and Markets Act 2022 for the purposes of section 15 of that Act”;
(c)	in regulation 3(1)(b), delete “(Act 44 of 2018)”;

Amendment of United Nations (Sanctions — Democratic People’s Republic of Korea) Regulations 2010

4. In the United Nations (Sanctions — Democratic People’s Republic of Korea) Regulations 2010 (G.N. No. S 570/2010) —

(a)	in regulation 3(1)(a), replace “(Cap. 186)” with “1970”;

Amendment of United Nations (Sanctions — Democratic Republic of the Congo) Regulations 2006

5. In the United Nations (Sanctions — Democratic Republic of the Congo) Regulations 2006 (G.N. No. S 157/2006) —

(a)	in regulation 3(1)(a), replace “(Cap. 186)” with “1970”;
