Town Councils (Use of Common Property) (Amendment) Rules 1999

In exercise of the powers conferred by sections 19 (1) (c) and 51 of the Town Councils Act, the Minister for National Development hereby makes the following Rules:

Citation and commencement

1. These Rules may be cited as the Town Councils (Use of Common Property) (Amendment) Rules 1999 and shall come into operation on 15th November 1999.

Amendment of rule 2

2. Rule 2 of the Town Councils (Use of Common Property) Rules (R 6) is amended —

(a)

by deleting the words “roof tops” in paragraph (1)(a) and substituting the words “any common property”;

(b)

by deleting the words “and open spaces” in paragraph (1)(b) and substituting the words “, open spaces and on the common property of markets and food centres”;

(c)

by inserting, immediately after the word “property” in paragraph (1)(e) and (f), the words “other than void decks”;

(d)

by inserting, immediately after sub-paragraph (h) of paragraph (1), the following sub-paragraph:

“(i)	Installation and operation of bicycle docking stations on such common property as may be approved by the Minister.”;

(e)

by deleting sub-paragraph (a) of paragraph (2) and substituting the following sub-paragraph:

“(a)	Holding weddings, funerals, other social functions and sports and recreational activities in void decks, open spaces and precinct pavilions.”;

(f)

by deleting the words “and open spaces” in paragraph (2)(b) and (d) and substituting in each case the words “, open spaces and precinct pavilions”;

(g)

by deleting sub-paragraph (c) of paragraph (2) and substituting the following sub-paragraph:

“(c)	Holding variety shows, mini fairs, carnivals and book fairs in void decks, open spaces and precinct pavilions.”;

(h)

by deleting the words “hawker centres” in paragraph (3)(a) and substituting the words “food centres”;

(i)

by deleting the words “eating houses” in paragraph (3)(b) and substituting the words “food centres”;

(j)

by deleting the words “the corridor ceilings” in paragraph (3)(f) and substituting the words “any common property”;

(k)

by deleting paragraph (3)(h);

(l)

by deleting sub-paragraph (a) of paragraph (4) and substituting the following sub-paragraph:

“(a)	Installation and operation of public toilets on the common property of markets, food centres, commercial buildings and shopping centres.”; and

(m)

by inserting, immediately after sub-paragraph (i) of paragraph (4), the following sub-paragraph:

“(j)	Setting up of temporary offices on any common property by banks and other service providers.”.
