Connection With Elections) (Exemption)
(Amendment) Order 2023

In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:

Citation and commencement

1.—(1) This Order is the Road Traffic (Carriage of Persons in Goods Vehicles in Connection With Elections) (Exemption) (Amendment) Order 2023 and, except for paragraph 3, comes into operation on 13 June 2023.

(2) Paragraph 3 is deemed to have come into operation on 31 December 2021.

Amendment of paragraph 3

2. In the Road Traffic (Carriage of Persons in Goods Vehicles in Connection With Elections) (Exemption) Order 2011 (G.N. No. S 138/2011), in paragraph 3(1)(b) —

(a)	in sub-paragraph (i), replace “section 32(8)” with “section 32(8)(a)”; and
(b)	in sub-paragraph (ii), replace “section 32A(5)” with “section 36E(1)(b)”.

Miscellaneous amendments

3. In the Road Traffic (Carriage of Persons in Goods Vehicles in Connection With Elections) (Exemption) Order 2011 —

(a)

in the following provisions, replace “(Cap. 218)” with “1954”:

Paragraph 2, definition of “candidate”, paragraph (a)

Paragraph 2, definition of “parliamentary election”

Paragraph 3(3)

Paragraph 7(a);

(b)

in the following provisions, replace “(Cap. 240A)” with “1991”:

Paragraph 2, definition of “candidate”, paragraph (b)

Paragraph 7(a);

(c)

in paragraph 2, in the definition of “permit”, delete “(Act 15 of 2009)”;

(d)

in paragraph 2, in the definition of “political party”, replace “(Cap. 311)” with “1966”;

(e)

in the following provisions, after “Presidential Elections Act”, insert “1991”:

Paragraph 2, definitions of “presidential election” and “Returning Officer”

Paragraph 3(1)(a) and (b)(i);

(f)

in the following provisions, after “Parliamentary Elections Act” wherever it appears, insert “1954”:

Paragraph 2, definition of “Returning Officer”

Paragraph 3(2) and (3)(b)(i); and

(g)

in the Schedule, in item 1, replace “(Cap. 276)” with “1961”.
