(Power-Assisted Bicycles — Approval)
(Amendment) Rules 2024
In exercise of the powers conferred by sections 6 and 90 of the Road Traffic Act 1961, the Land Transport Authority of Singapore makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (Power-Assisted Bicycles — Approval) (Amendment) Rules 2024 and come into operation on 1 March 2024.
Amendment of rule 3
2.  In the Road Traffic (Power‑Assisted Bicycles — Approval) Rules 2004 (G.N. No. S 768/2004) (called in these Rules the principal Rules), in rule 3(2) —
(a)in sub‑paragraph (c), delete “and” at the end; and
(b)replace sub‑paragraph (d) with —
(d)in the case of a power‑assisted bicycle that has been approved and sealed by an authorised examiner between 1 July 2021 and 29 February 2024 (both dates inclusive) under these Rules, the requirements specified in Part 3 of the Schedule; and
(e)in any other case, the requirements specified in Part 4 of the Schedule.”.
Amendment of rule 4
3.  In the principal Rules, in rule 4(3)(b) —
(a)in sub‑paragraph (iii), delete the word “and” at the end; and
(b)replace sub‑paragraph (iv) with —
(iv)if examined between 1 July 2021 and 29 February 2024 (both dates inclusive), complies with the requirements specified in Part 3 of the Schedule; and
(v)in any other case, complies with the requirements specified in Part 4 of the Schedule.”.
Amendment of Schedule
4.  In the principal Rules, in the Schedule, after Part 3, insert —
Part 4
1.  Subject to paragraphs 2 to 9 of this Part, the power‑assisted bicycle must comply with the requirements set out in Revised EN 15194.
2.  The maximum continuous rated power of the power‑assisted bicycle’s electric motor must not exceed 250 watts.
3.  The electric motor of the power‑assisted bicycle must —
(a)progressively reduce power assistance as the speed of the power‑assisted bicycle approaches the lower of the following:
(i)25 km/h;
(ii)the speed at which the power‑assisted bicycle’s electric motor is designed to stop providing power assistance;
(b)stop providing power assistance when the speed of the power‑assisted bicycle reaches or exceeds the lower of the following:
(i)25 km/h;
(ii)the speed at which the power‑assisted bicycle’s electric motor is designed to stop providing power assistance; and
(c)reduce and stop providing power assistance when the rider of the power‑assisted bicycle stops pedalling.
4.  The power‑assisted bicycle must not be equipped with any throttle or start‑up assistance feature.
5.  The unladen weight of the power‑assisted bicycle must not exceed 20 kilograms.
6.  The length of the power‑assisted bicycle, including the body of the power‑assisted bicycle and all equipment and accessories (if any) attached to the power‑assisted bicycle, must not exceed 2,600 millimetres.
7.  The width of the power‑assisted bicycle, including the body of the power‑assisted bicycle and all equipment and accessories (if any) attached to the power‑assisted bicycle, must not exceed 1,300 millimetres.
8.  The power‑assisted bicycle must not be designed to be ridden in a reclined or partially‑reclined position.
9.  The pedals of the power‑assisted bicycle must not be designed to be operated by the rider’s hands, or both the rider’s hands and feet.”.
