Regulation of Imports and Exports
(Amendment) Regulations 2023
In exercise of the powers conferred by section 3 of the Regulation of Imports and Exports Act 1995, the Minister for Trade and Industry makes the following Regulations:
Citation and commencement
1.  These Regulations are the Regulation of Imports and Exports (Amendment) Regulations 2023 and come into operation on 15 March 2023.
Amendment of Seventh Schedule
2.  In the Regulation of Imports and Exports Regulations (Rg 1), in the Seventh Schedule, in Part 1, in item 1, in the third column —
(a)in paragraph (1), replace “excluding —” with “excluding the following:”;
(b)in paragraph (1)(a), replace “by —” with “by the following:”;
(c)in paragraph (1)(a)(ii), delete “and” at the end;
(d)in paragraph (1)(a), replace sub-paragraph (iii) with —
(iii)the French forces under the conditions provided by paragraph 56 of resolution 2605 (2021);
(iv)any other United Nations member states’ forces providing training and assistance (including operational and non‑operational training) to the Central African Republic security forces (including state civilian law enforcement institutions) intended solely for the support of, or use in, the Central African Republic process of Security Sector Reform (SSR), in coordination with MINUSCA, and the supply of which has been notified in advance to the committee established under paragraph 57 of 2127 (2013);”;
(e)in paragraph (1)(b), replace “Security Sector Reform (SSR)” with “SSR”;
(f)in paragraph (1)(c), (d) and (g), replace “approved in advance by” with “notified in advance to”;
(g)in paragraph (1)(f), replace “international” with “international‑led”;
(h)in paragraph (1)(f), after “Sangha River Tri‑national Protected Area”, insert “and by armed wildlife rangers of the Chinko Project and the Bamingui‑Bangoran National Park”;
(i)in paragraph (1)(f), replace “Central African Republic or Central African Republic’s” with “the Central African Republic or the Central African Republic’s”;
(j)in paragraph (1)(g), replace “arms and other related lethal equipment” with “weapons, ammunition, military vehicles and equipment”;
(k)in paragraph (1)(g), replace “security forces,” with “security forces (including state civilian law enforcement institutions)”; and
(l)in paragraph (1)(g), delete “and” at the end.
