(Refunds) (Amendment)
Regulations 2023
In exercise of the powers conferred by section 77(1) of the Central Provident Fund Act 1953, the Minister for Manpower, after consulting with the Central Provident Fund Board, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Central Provident Fund (Refunds) (Amendment) Regulations 2023 and come into operation on 1 September 2023.
Amendment of regulation 2A
2.  In the Central Provident Fund (Refunds) Regulations 2019 (G.N. No. S 882/2019) (called in these Regulations the principal Regulations), in regulation 2A(3), replace sub‑paragraph (d) with —
(d)in computing the amount of an employee’s ordinary wages for any month, the amount of ordinary wages to be disregarded is to be determined in accordance with paragraph 4A of the First Schedule to the Act.”.
Amendment of regulation 3
3.  In the principal Regulations, in regulation 3(h) —
(a)replace sub‑paragraph (i) with —
(i)where regulation 4(2) of the Central Provident Fund (Self‑Employed Persons) Regulations applies to the contributions by the self‑employed person for the relevant year —
(A)in respect of each relevant year before the year 2023 — $4,320;
(B)in respect of the relevant year beginning 1 January 2023 — $4,392;
(C)in respect of the relevant year beginning 1 January 2024 — $4,896;
(D)in respect of the relevant year beginning 1 January 2025 — $5,328; and
(E)in respect of the relevant year beginning 1 January 2026 and every subsequent relevant year — $5,760;”; and
(b)in sub‑paragraph (ii), replace “item 19” with “items 19, 20, 21, 22 or 23 (as the case may be)”.
Saving and transitional provision
4.  To avoid doubt, despite regulation 3, regulation 3 of the principal Regulations, as amended by regulation 3, does not affect any prescribed payment refunded or paid before 1 September 2023 under regulation 3(h) in respect of the relevant year beginning 1 January 2023.
