(Public Cleansing) (Amendment No. 3)
Regulations 2023
In exercise of the powers conferred by section 111(1) of the Environmental Public Health Act 1987, the National Environment Agency, with the approval of the Minister for Sustainability and the Environment, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Environmental Public Health (Public Cleansing) (Amendment No. 3) Regulations 2023 and come into operation on 1 January 2024.
Amendment of regulation 24
2.  In the Environmental Public Health (Public Cleansing) Regulations (Rg 3) (called in these Regulations the principal Regulations), in regulation 24(1), replace sub‑paragraph (c) with —
(c)pay any fee specified in the First Schedule through the use of —
(i)the electronic funds transfer at point-of-sale system commonly known as NETS;
(ii)a cash card;
(iii)the electronic direct debit mechanism known as GIRO; or
(iv)a direct electronic funds transfer to a bank account designated by the Agency.”.
Amendment of regulation 28
3.  In the principal Regulations, in regulation 28, delete paragraphs (3) and (4).
Replacement of First Schedule
4.  In the principal Regulations, replace the First Schedule with —
FIRST SCHEDULE
Regulation 24(1) and (2)
REFUSE DISPOSAL
1.  For any refuse, matter or thing conveyed to the Senoko Waste-to-Energy Plant (called in this paragraph the Plant) by a person, at the person’s expense, for burning, which refuse, matter or thing a person authorised by the waste disposal licensee maintaining or operating the Plant accepts for burning —
(a)Disposal Base Gate Fee
$0.936 for every 0.01 tonne or part thereof;
(b)Peak Period Surcharge
Nil.
2.  For any refuse, matter or thing conveyed to the TuasOne Waste‑to‑Energy Plant (called in this paragraph the Plant) by a person, at the person’s expense, for burning, which refuse, matter or thing a person authorised by the waste disposal licensee maintaining or operating the Plant accepts for burning —
(a)Disposal Base Gate Fee
$0.896 for every 0.01 tonne or part thereof;
(b)Peak Period Surcharge
Nil.
3.  For any refuse, matter or thing conveyed to the Tuas South Incineration Plant by a person, at the person’s expense, for burning, which refuse, matter or thing the Director‑General accepts for burning —
(a)Disposal Base Gate Fee
$0.896 for every 0.01 tonne or part thereof;
(b)Peak Period Surcharge
Nil.
4.  For any refuse, matter or thing conveyed to the Keppel Seghers Tuas Waste‑to‑Energy Plant (called in this paragraph the Plant) by a person, at the person’s expense, for burning, which refuse, matter or thing a person authorised by the waste disposal licensee maintaining or operating the Plant accepts for burning —
(a)Disposal Base Gate Fee
$0.896 for every 0.01 tonne or part thereof;
(b)Peak Period Surcharge
Nil.
5.  For any refuse, matter or thing conveyed to the Tuas Marine Transfer Station by a person, at the person’s expense, for the purpose of disposal or deposition, which refuse, matter or thing the Director-General accepts for that purpose —
(a)Disposal Base Gate Fee
$1.263 for every 0.01 tonne or part thereof;
(b)Peak Period Surcharge
Nil.
6.  For a Certificate of Disposal — $17.”.
Amendment of Second Schedule
5.  In the principal Regulations, in the Second Schedule —
(a)replace the Schedule reference with —
