Immigration
(Amendment)
Regulations 2024

In exercise of the powers conferred by section 55(1) of the Immigration Act 1959, the Minister for Home Affairs makes the following Regulations:

Citation and commencement

1.—(1) These Regulations are the Immigration (Amendment) Regulations 2024 and, except for regulation 8, come into operation on 1 February 2024.

(2) Regulation 8 comes into operation on 1 April 2024.

Amendment of regulation 2

2. In the Immigration Regulations (Rg 1), in regulation 2, after the definition of “holder”, insert —

“ “specified person”, in relation to a vessel, aircraft or train, means —

(a)	a member of the crew of the vessel, aircraft or train; or
(b)	a person who arrives in Singapore for the purpose of embarking on the vessel, aircraft or train that has arrived or is due to arrive in Singapore, as a member of the crew of the vessel, aircraft or train;”.

Amendment of regulation 4

3. In the Immigration Regulations, in regulation 4(4), after “25”, insert “, 25A”.

Amendment of regulation 16

4. In the Immigration Regulations, in regulation 16 —

(a)

replace paragraph (1) with —

“(1) A landing pass may be issued by the Controller to any of the following persons who arrives in Singapore and either is an exempted prohibited immigrant or is not any other prohibited immigrant:

(a)	a through passenger travelling in any vessel, aircraft or train that arrives in an authorised landing place, authorised airport or authorised train checkpoint, as the case may be;
(b)	a specified person of a vessel, aircraft or train that has arrived or is due to arrive in any authorised landing place, authorised airport or authorised train checkpoint, as the case may be.”;

(b)

in paragraph (2A), replace “by endorsement on a landing pass, make the pass” with “at the time of issuing a landing pass under paragraph (1), specify that the landing pass is”; and

(c)

delete paragraph (5).

Amendment of regulation 23

5. In the Immigration Regulations, in regulation 23 —

(a)	in the regulation heading, replace “in respect of crew” with “for issue of landing pass, etc.”; and
(b)	in paragraphs (1) and (3), replace “member of the crew” wherever it appears with “specified person”.

Amendment of regulation 25

6. In the Immigration Regulations, in regulation 25, after “25”, insert “, 25A”.

Amendment of Third, Fourth and Fifth Schedules

7. In the Immigration Regulations, in the Third, Fourth and Fifth Schedules, replace “Gender” wherever it appears with “Sex”.

Amendment of Sixth Schedule

8. In the Immigration Regulations, in the Sixth Schedule, in items 4(a) and 5(a), in the second column, replace “$30” with “$45”.
