National Registration
(Amendment) Regulations 2022
In exercise of the powers conferred by section 33 of the National Registration Act 1965, the Minister for Home Affairs makes the following Regulations:
Citation and commencement
1.—(1)  These Regulations are the National Registration (Amendment) Regulations 2022 and, except for regulation 5, come into operation on 29 May 2022.
(2)  Regulation 5 is deemed to have come into operation on 31 December 2021.
Amendment of regulation 9
2.  In regulation 9 of the National Registration Regulations (Rg 2) (called in these Regulations the principal Regulations) —
(a)in paragraph (4), replace “Any” with “Subject to paragraph (5), any”; and
(b)after paragraph (4), insert —
(5)  Paragraph (4) does not apply to a person who, knowing of the death of another person (called in this paragraph the deceased person), finds or comes into possession of the deceased person’s identity card.
(6)  Any person who, without reasonable excuse, contravenes paragraph (4) shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $3,000 or to imprisonment for a term not exceeding 2 years or to both.”.
Deletion of regulation 12
3.  Delete regulation 12 of the principal Regulations.
Amendment of regulation 20
4.  In regulation 20(g) of the principal Regulations, after “provision”, insert “(except regulation 9(4))”.
Miscellaneous amendments
5.  In the principal Regulations —
(a)in regulation 3(5), replace “section 13(1)(a)” with “section 16(1)(a)”;
(b)in regulation 3(5), replace “section 6” with “section 7”;
(c)in regulation 8(4), replace “section 6(2)” with “section 7(2)”;
(d)in regulation 11(1) and (3), replace “section 8” with “section 10”;
(e)in regulations 13(1)(d) and 22(1)(c), replace “Immigration Act (Cap. 133)” with “Immigration Act 1959”;
(f)in regulations 15 and 20(f), replace “section 4” with “section 5”; and
(g)in regulation 23(1), replace “Part XIX of the Criminal Procedure Code (Cap. 68) and section 14D of the National Library Board Act (Cap. 197)” with “Part 19 of the Criminal Procedure Code 2010 and section 17 of the National Library Board Act 1995”.
