Conductors, Trishaw Riders and Passengers)
(Amendment) Rules 2023
In exercise of the powers conferred by section 111 of the Road Traffic Act 1961, the Land Transport Authority of Singapore makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors, Trishaw Riders and Passengers) (Amendment) Rules 2023 and come into operation on 1 April 2023.
Amendment of rule 9A
2.  In the Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors, Trishaw Riders and Passengers) Rules (R 8) (called in these Rules the principal Rules), in rule 9A, after paragraph (1A), insert —
(2)  It is also a condition of every licence that the licensee must furnish to the Registrar, upon the Registrar’s request, a recent photograph of the licensee in a size and form suitable for passports.”.
Amendment of rule 10
3.  In the principal Rules, in rule 10(1), after “return the licence”, insert “(if not issued in electronic form)”.
Amendment of rule 11
4.  In the principal Rules, in rule 11, after “his licence”, insert “(if not issued in electronic form)”.
Replacement of rule 13
5.  In the principal Rules, replace rule 13 with —
Extract of record
13.  The Registrar may provide, on an application being made by any person and upon payment of a fee of $10.70, a copy of the following particulars of a licence:
(a)whether the licence is valid, suspended or revoked during any period;
(b)the classes of public service vehicles the licensee is authorised to drive, or act as a conductor of, during any period.”.
Amendment of rule 14
6.  In the principal Rules, in rule 14 —
(a)renumber the rule as paragraph (1) of that rule;
(b)in paragraph (1), after “If a licence”, insert “(not being a licence issued in electronic form)”;
(c)in paragraph (1), replace “$10” with “$21.60”; and
(d)after paragraph (1), insert —
(2)  The Registrar may issue a duplicate licence (other than in electronic form) to a licensee who has been issued a licence in electronic form if the licensee applies to the Registrar for such a duplicate licence and pays a fee of $21.60.”.
Amendment of rule 15
7.  In the principal Rules, in rule 15 —
(a)in paragraph (1), after “deliver any licence”, insert “(if not issued in electronic form)”; and
(b)in paragraph (2), after “licence”, insert “delivered under paragraph (1)”.
Amendment of rule 16
8.  In the principal Rules, in rule 16(1), after “the licence issued to him”, insert “(if not issued in electronic form)”.
Amendment of rule 17
9.  In the principal Rules, in rule 17, after “the licence issued to him”, insert “(if not issued in electronic form)”.
Amendment of rule 21
10.  In the principal Rules, in rule 21(1), replace sub‑paragraph (e) with —
(e)upon the request of a police officer, the Registrar or an authorised officer to produce his licence —
(i)produce his licence (whether in an electronic form or otherwise); or
(ii)give the following particulars:
(A)his name and NRIC or FIN number, as the case may be;
(B)the number of his licence and the classes of public service vehicles he is authorised to drive, or act as a conductor of, under the licence;
(ea)upon the request of a police officer, the Registrar or an authorised officer, give the name and address of the person by whom he is employed or who owns the vehicle or trishaw;”.
