(Power-Assisted Bicycles — Approval)
(Amendment) Rules 2021
In exercise of the powers conferred by sections 6 and 90 of the Road Traffic Act, the Land Transport Authority of Singapore makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (Power-Assisted Bicycles — Approval) (Amendment) Rules 2021 and come into operation on 1 July 2021.
Amendment of rule 2
2.  Rule 2 of the Road Traffic (Power‑Assisted Bicycles — Approval) Rules 2004 (G.N. No. S 768/2004) (called in these Rules the principal Rules) is amended by deleting the definition of “EN 15194” and substituting the following definitions:
“ “EN 15194” means the European Standard EN 15194:2009+A1:2011 titled “Cycles — Electrically power assisted cycles — EPAC Bicycles” approved by the European Committee for Standardization (called in this definition CEN) on 22 November 2008 but does not include clause 4.2.4.3 in EN 15194:2009+A1:2011, and as amended by Amendment 1 approved by CEN on 8 October 2011;
“Revised EN 15194” means the European Standard EN 15194:2017 titled “Cycles — Electrically power assisted cycles — EPAC Bicycles” approved by the European Committee for Standardization on 28 May 2017 but does not include clause 4.2.12 in EN 15194:2017.”.
Amendment of rule 3
3.  Rule 3(2) of the principal Rules is amended —
(a)by deleting the word “and” at the end of sub‑paragraph (b); and
(b)by deleting sub‑paragraph (c) and substituting the following sub‑paragraphs:
(c)in the case of a power‑assisted bicycle that has been approved and sealed by an authorised examiner between 1 February 2016 and 30 June 2021 (both dates inclusive) under these Rules, the requirements specified in Part 2 of the Schedule; and
(d)in any other case, the requirements specified in Part 3 of the Schedule.”.
Amendment of rule 4
4.  Rule 4(3) of the principal Rules is amended —
(a)by deleting the word “and” at the end of sub‑paragraph (b)(ii); and
(b)by deleting sub‑paragraph (iii) of sub‑paragraph (b) and substituting the following sub‑paragraphs:
(iii)if examined between 1 February 2016 and 30 June 2021 (both dates inclusive), complies with the requirements specified in Part 2 of the Schedule; and
(iv)in any other case, complies with the requirements specified in Part 3 of the Schedule.”.
Amendment of Schedule
5.  The Schedule to the principal Rules is amended —
(a)by deleting “EN 15194” in paragraph 1 of Part 2 and substituting the words “either EN 15194 or Revised EN 15194”; and
(b)by inserting, immediately after Part 2, the following Part:
Part 3
1.  Subject to paragraphs 2 to 5 of this Part, the power‑assisted bicycle must comply with the requirements set out in Revised EN 15194.
2.  The maximum continuous rated power of the power‑assisted bicycle’s electric motor must not exceed 250 watts.
3.  The electric motor of the power‑assisted bicycle must —
(a)progressively reduce power assistance as the speed of the power‑assisted bicycle approaches the lower of the following:
(i)25 km/h;
(ii)the speed at which the power-assisted bicycle’s electric motor is designed to stop providing power assistance;
(b)stop providing power assistance when the speed of the power‑assisted bicycle reaches or exceeds the lower of the following:
(i)25 km/h;
(ii)the speed at which the power-assisted bicycle’s electric motor is designed to stop providing power assistance; and
(c)reduce and stop providing power assistance when the rider of the power‑assisted bicycle stops pedalling.
4.  The power-assisted bicycle must not be equipped with any throttle or start-up assistance feature.
5.  The unladen weight of the power‑assisted bicycle must not exceed 20 kilograms.”.
