Rules 2024

In exercise of the powers conferred by section 140 of the Road Traffic Act 1961, the Minister for Home Affairs makes the following Rules:

Citation and commencement

1. These Rules are the Road Traffic (Bicycles) (Amendment) Rules 2024 and come into operation on 1 March 2024.

Amendment of rule 1

2. In the Road Traffic (Bicycles) Rules (R 3) (called in these Rules the principal Rules), in rule 1, after “Bicycles”, insert “, Three‑wheeled Pedal Cycles, Trishaws and Recumbent Devices — Road Conduct”.

Amendment of rule 2

3. In the principal Rules, in rule 2 —

(a)

in the definition of “hours of darkness”, replace “between 7 p.m. and 7 a.m. the following day, both times inclusive” with “starting 7 p.m. and ending 7 a.m. the following day”;

(b)

in the definition of “part‑day bicycle lane”, delete the full‑stop at the end; and

(c)

after the definition of “part‑day bicycle lane”, insert —

“ “recumbent bicycle”, “recumbent device”, “three‑wheeled pedal cycle” and “trishaw” have the meanings given by rule 2 of the Road Traffic (Bicycles, Three‑wheeled Pedal Cycles, Trishaws and Recumbent Devices — Construction and Use) Rules 2024 (G.N. No. S 157/2024);”.

Amendment of rule 3

4. In the principal Rules, in rule 3(1) and (2), replace “bicycle, power‑assisted bicycle, trishaw or tricycle” with “bicycle, three‑wheeled pedal cycle, trishaw, recumbent device or power‑assisted bicycle”.

Amendment of rule 4

5. In the principal Rules, in rule 4 —

(a)

in paragraph (1), replace “No bicycle, power‑assisted bicycle, trishaw or tricycle” with “Subject to paragraph (5), no bicycle, three‑wheeled pedal cycle, trishaw or power‑assisted bicycle”;

(b)

in paragraph (2), replace “paragraph (4)” with “paragraphs (4) and (5)”;

(c)

in paragraph (2), replace “bicycle, power‑assisted bicycle, trishaw or tricycle” wherever it appears with “bicycle, three‑wheeled pedal cycle, trishaw or power‑assisted bicycle”;

(d)

in paragraph (3), replace “bicycle, trishaw or tricycle” with “bicycle (except a recumbent bicycle), three‑wheeled pedal cycle or trishaw”; and

(e)

after paragraph (4), insert —

“(5) A rider of a recumbent device or recumbent bicycle on a road must not carry or ride with any passenger.”.

Amendment of rule 5

6. In the principal Rules, in rule 5, replace “bicycle, power‑assisted bicycle, trishaw or tricycle” with “bicycle, three‑wheeled pedal cycle, trishaw, recumbent device or power‑assisted bicycle”.

Amendment of rule 7

7. In the principal Rules, in rule 7, replace “bicycle, power‑assisted bicycle, trishaw or tricycle” wherever it appears with “bicycle, three‑wheeled pedal cycle, trishaw, recumbent device or power‑assisted bicycle”.

Amendment of rule 7A

8. In the principal Rules, in rule 7A —

(a)	in paragraphs (1), (2) and (3), replace “bicycle, power‑assisted bicycle or tricycle” wherever it appears with “bicycle, three‑wheeled pedal cycle, recumbent device or power‑assisted bicycle”; and
(b)	in paragraphs (1), (2) and (4), replace “bicycles, power‑assisted bicycles or tricycles” wherever it appears with “bicycles, three‑wheeled pedal cycles, recumbent devices or power‑assisted bicycles”.

Amendment of rule 7B

9. In the principal Rules, in rule 7B(1) and (2), replace “bicycle, power‑assisted bicycle, trishaw or tricycle” with “bicycle, three‑wheeled pedal cycle, trishaw, recumbent device or power‑assisted bicycle”.

Amendment of rule 8

10. In the principal Rules, in rule 8, replace “bicycle, power‑assisted bicycle, trishaw or tricycle” wherever it appears with “bicycle, three‑wheeled pedal cycle, trishaw, recumbent device or power‑assisted bicycle”.

Amendment of rule 9

11. In the principal Rules, in rule 9 —

(a)	in paragraph (1), after “ride a bicycle”, insert “, recumbent device”;
(b)	in paragraph (1)(b), after “secured to the bicycle”, insert “, recumbent device or power‑assisted bicycle”; and
(c)	in paragraph (2), replace “tricycle” wherever it appears with “three‑wheeled pedal cycle”.

Amendment of rule 10

12. In the principal Rules, in rule 10, replace “bicycle, power‑assisted bicycle, trishaw or tricycle” with “bicycle, three‑wheeled pedal cycle, trishaw, recumbent device or power‑assisted bicycle”.

Amendment of rule 11

13. In the principal Rules, in rule 11, replace “bicycle, power‑assisted bicycle, trishaw or tricycle” with “bicycle, three‑wheeled pedal cycle, trishaw, recumbent device or power‑assisted bicycle”.

Deletion of rules 11A and 12

14. In the principal Rules, delete rules 11A and 12.

Amendment of rule 14

15. In the principal Rules, in rule 14 —

(a)	in paragraph (a), replace “bicycle or a power‑assisted bicycle” with “bicycle, three‑wheeled pedal cycle, recumbent device or power‑assisted bicycle”; and
(b)	in paragraph (b), replace “bicycle or a power‑assisted bicycle” with “bicycle (that is not a recumbent bicycle), three‑wheeled pedal cycle or power‑assisted bicycle”.

Deletion of rule 15

16. In the principal Rules, delete rule 15.
